SINP International Skilled Worker

Summary:

The Saskatchewan Immigrant Nominee Program International Skilled Worker category is designed for skilled foreign workers who want to live and work permanently in Saskatchewan.

This category includes several immigration pathways for applicants who have skills, education, work experience, and qualifications that match Saskatchewan’s labour market needs.

Some pathways require a permanent full-time job offer from a Saskatchewan employer, while others allow skilled workers to apply without a job offer through the Expression of Interest system.

Successful applicants receive a provincial nomination from Saskatchewan, which can be used to apply for Canadian permanent residence through the federal government.

The category targets skilled workers both inside and outside Canada, including:

  • Foreign workers currently employed in Saskatchewan
  • International graduates
  • Express Entry candidates
  • Workers in high-demand occupations
  • Health care professionals
  • Agricultural workers
  • Technology and innovation sector workers

 

Applicants must:

  • Meet the eligibility requirements of their chosen pathway
  • Demonstrate intent to live and work in Saskatchewan
  • Provide all required supporting documents
  • Meet minimum language, education, and work experience requirements
  • Show proof of professional licensing if required

 

Some streams require applicants to first submit an Expression of Interest profile before they can receive an invitation to apply.

Successful applicants receive a provincial nomination certificate that can be used to apply for permanent residence with the federal government.

Applicants cannot apply if they are refugee claimants in Canada.

International Skilled Worker Pathways

International Skilled Worker: Employment Offer

This pathway is for skilled workers who have a permanent full-time job offer from a Saskatchewan employer in a high-skilled occupation.

Applicants may be inside or outside Canada and must meet the SINP points assessment requirements.

International Skilled Worker: Saskatchewan Express Entry

This pathway is for skilled workers who:

  • Have an active federal Express Entry profile
  • Meet Saskatchewan eligibility requirements
  • Do not require a job offer

Applicants must submit an Expression of Interest and receive an Invitation to Apply before submitting a provincial nomination application.

International Skilled Worker: Occupation In-Demand

This pathway is for high-skilled workers who:

  • Do not have a job offer
  • Have work experience in an eligible in-demand occupation
  • Meet the SINP points assessment requirements

Applicants must submit an Expression of Interest profile and receive an invitation before applying.

Health Talent Pathway

This pathway is designed for physicians, nurses, allied health professionals, pharmacy workers, social workers, and other health care workers with eligible job offers in Saskatchewan.

Both Express Entry and Non-Express Entry application options are available.

Agriculture Talent Pathway

This pathway is for agricultural and food processing workers with job offers in eligible Saskatchewan occupations.

Eligible occupations include:

  • Farm workers
  • Nursery and greenhouse workers
  • Food processing workers
  • Livestock workers
  • Agricultural machinery occupations
Innovation and Tech Talent Pathway

This pathway is designed for high-skilled workers in Saskatchewan’s technology and innovation sectors.

Eligible occupations include:

  • Software developers
  • Data scientists
  • Cybersecurity specialists
  • Engineers
  • Information systems professionals
  • Technology support occupations

Both Express Entry and Non-Express Entry options are available.

 

SINP Points Assessment Grid

Applicants under the Saskatchewan Express Entry, Occupation In-Demand, and Employment Offer pathways must score at least 60 points out of 110.

Points are awarded based on:

  • Education and training
  • Skilled work experience
  • Language ability
  • Age
  • Connection to Saskatchewan labour market and adaptability
 
Education and Training Points
  • Master’s or Doctorate degree — 23 points
  • Bachelor’s degree or three-year degree — 20 points
  • Trade certification equivalent to Saskatchewan journeyperson status — 20 points
  • Two-year post-secondary diploma — 15 points
  • One-year post-secondary certificate — 12 points
 
Skilled Work Experience Points

Applicants receive points based on skilled work experience obtained within:

  • The last five years
  • The six to ten years before applying

More recent work experience receives higher scores.

 
Language Ability Points

Points are awarded for English or French language test results based on Canadian Language Benchmark levels.

Higher language scores receive higher points.

Applicants may also receive additional points for a second official language.

 
Age Points

The highest points are awarded to applicants between 22 and 34 years old.

 
Saskatchewan Connection and Adaptability Points

Additional points may be awarded for:

  • A close family relative living in Saskatchewan
  • Previous Saskatchewan work experience
  • Previous Saskatchewan study experience
  • A valid Saskatchewan job offer
 
General Eligibility Requirements

Applicants must:

  • Score at least 60 points if applying through applicable pathways
  • Meet minimum language requirements
  • Have post-secondary education related to the occupation
  • Demonstrate skilled work experience related to education and occupation
  • Provide settlement funds if required
  • Show genuine intent to live and work in Saskatchewan
  • Submit complete supporting documentation

Some occupations also require proof of licensing or eligibility for professional registration in Saskatchewan.

 

Language Requirements

Employment Offer, Occupation In-Demand, and Agriculture Talent Pathway

Minimum Canadian Language Benchmark 4.

 
Health Talent Pathway

Minimum:

  • Canadian Language Benchmark 5 for Non-Express Entry
  • Canadian Language Benchmark 7 for Express Entry
 
Innovation and Tech Talent Pathway

Minimum Canadian Language Benchmark 5 for most applicants not already working for the employer.

 

Saskatchewan Express Entry

Applicants must meet federal Express Entry language requirements.

Education Requirements

Applicants generally must have:

  • Post-secondary education related to the occupation
  • A diploma, certificate, apprenticeship, or degree comparable to Canadian standards

Applicants educated outside Canada may need an Educational Credential Assessment.

Work Experience Requirements

Applicants generally must have recent paid skilled work experience related to their occupation and education.

Requirements vary depending on the pathway.

Some streams require:

  • One year of recent work experience
  • Six months of work experience with the Saskatchewan employer
  • Work experience in eligible occupations only

Remote work experience may not qualify under certain pathways.

Licensing Requirements

Applicants working in regulated occupations may need:

  • Professional licensing
  • Registration eligibility
  • Approval letters from Saskatchewan regulatory bodies

Examples include:

  • Health care professions
  • Engineering occupations
  • Agrology occupations
  • Trade occupations

Expression of Interest System

Applicants under the Saskatchewan Express Entry and Occupation In-Demand pathways must first submit an Expression of Interest profile.

An Expression of Interest is not a permanent residence application.

Candidates are ranked based on:

  • Points score
  • Work experience
  • Language ability
  • Saskatchewan connections
  • Occupation demand

Higher-ranked candidates may receive an Invitation to Apply through periodic SINP draws.

Expression of Interest profiles remain active for one year.

Candidates can only have one active Expression of Interest profile at a time.

 

Application Process

Step 1: Determine Eligibility

Applicants must review the eligibility requirements for the appropriate SINP pathway.

Step 2: Create an Expression of Interest Profile (If Required)

Applicants under the Occupation In-Demand or Saskatchewan Express Entry pathways must submit an Expression of Interest profile.

Step 3: Secure a Job Offer (If Required)

Applicants applying through job offer streams must obtain a permanent full-time job offer from a Saskatchewan employer.

Employers may need to obtain an Employer Position Assessment or Job Approval authorization before the worker applies.

Step 4: Gather Supporting Documents

Applicants must collect all required documents, including:

  • Passports and identity documents
  • Language test results
  • Educational documents
  • Educational Credential Assessments
  • Work experience documents
  • Settlement funds proof
  • Licensing documents
  • Job offers and employer approvals
  • Civil status documents

Incomplete applications may be closed and returned.

Step 5: Submit the Online Application

Applicants must:

  • Create an online SINP account
  • Complete all application sections
  • Upload supporting documents
  • Pay the application fee if required
  • Submit the application electronically
Step 6: SINP Assessment

Saskatchewan reviews the application for completeness, eligibility, and accuracy.

Applicants may be asked to provide additional information.

Step 7: Receive a Provincial Nomination

Approved applicants receive a Saskatchewan nomination certificate.

Step 8: Apply for Permanent Residence

Applicants must submit a permanent residence application to the federal government.

Express Entry applicants may receive faster processing.

  • The federal government limits the number of nominations Saskatchewan can issue each year.
  • Meeting eligibility requirements does not guarantee nomination.
  • Applicants must provide complete and truthful information.
  • Misrepresentation may result in refusal, nomination withdrawal, or suspension from applying to the Saskatchewan Immigrant Nominee Program.
  • Applicants can only have one active SINP application at a time.
  • Some pathways require a non-refundable application fee of $500 CAD.
  • Provincial nomination does not guarantee permanent residence approval from the federal government.
  • Immigration, Refugees and Citizenship Canada conducts medical, criminality, and security assessments before granting permanent residence.
