BC PNP International Graduate Stream

Summary:

The British Columbia Provincial Nominee Program (BC PNP) offers several streams, including the Skills Immigration Stream. One of the categories under this stream is the International Graduate Category, designed for international students who have graduated from a Canadian university or college within three years of applying to the BC PNP. While applicants do not necessarily need prior work experience, they are required to obtain a job offer from a B.C. employer.

General Requirements for the B.C. Skills Immigration Stream:

Applicants in the Skills Immigration Stream must meet the following general requirements, in addition to the specific requirements for the category under which they are applying:

  1. General Requirements:
  • The applicant must be qualified for the offered position, with the BC PNP referring to the National Occupational Classification (NOC), Work BC, or industry standards to determine the minimum qualifications for an occupation.
  • The job offer must be in an eligible occupation with a wage rate that meets industry standards and aligns with rates offered by B.C. employers for the same occupation.
  • Applicants must not have an ownership or equity stake of more than 10% in the B.C. company that made the job offer in the five years preceding and throughout the entire BC PNP application process.
  • Benefit B.C. economically through their employment, which may include transferring knowledge and skills to Canadians, building the workforce for a significant project, creating or maintaining jobs for Canadians, and supporting the development of proprietary new products.
  • Meet minimum income requirements.
  • Submit a complete application and the $700 application fee if invited to apply.
  • Applicant’s employment must not adversely affect the settlement of a labour dispute or the employment of anyone involved in a labour dispute.
  • Applicant’s employment must not prevent the training or employment of a Canadian citizen or permanent resident.
  • Candidates will not receive a nomination if they are:
  • Prohibited from entering Canada.
  • In Canada, without a valid legal status. If an applicant’s status has expired and they cannot demonstrate that they have applied for a restoration of status within the 90-day eligibility period, the applicant will be considered out of status.
  • Working in Canada without authorization.
  • Have an unresolved refugee claim in Canada.
  • Under a removal order in or outside of Canada.

Minimum Eligibility Criteria:

To qualify for the International Graduate Category under the British Columbia Provincial Nominee Program (BC PNP), applicants must meet the following eligibility criteria:

  1. Have received an indeterminate, full-time employment offer for an occupation classified as NOC level 0, A, or B from an eligible B.C. employer (except for BC PNP Tech Pilot registrants).
  2. Applicants must have obtained a degree, diploma, or certificate from an eligible post-secondary institution in Canada within three years of the completion date shown on the official transcript.
  3. An undergraduate or graduate degree from an eligible Canadian post-secondary institution or a diploma from an eligible public post-secondary institution in Canada. Diplomas from private institutions do not qualify for this program.
  4. A diploma program must be at least eight months (two semesters) of full-time equivalent coursework. The diploma program is not eligible if over one-quarter is co-op work or an internship.
  5. Applicants must have the credentials and qualification requirements of the position, if applicable.
  6. Applicants must provide evidence that they can support themselves and their dependents in Canada, including income and employment prospects, location of intended residence in British Columbia, and information on the number of dependents.
  7. Meet the language requirements for their classified occupation. For NOC level B, C, or D occupations, applicants must demonstrate sufficient language proficiency in English or French by submitting language test results showing a minimum score of benchmarks 4 under the Canadian Language Benchmark (CLB) in all competencies. No language test results are required for NOC level 0 and A occupation unless the applicant is claiming points for language. The BC PNP, however, may request valid language test results at its discretion.

Required Supporting Documents:

  1. The nominee applicant must provide the following:
  • Copy of Express Entry Candidacy from IRCC (if using Express Entry BC)
  • Copy of Canadian immigration records (if applicable)
  • Valid B.C. driver’s licence (if required by the job offer)
  • Copy of biographical page of passport
  • Current photograph
  • Copy of Labour Market Impact Assessment (if applicable)
  • Copy of official education transcripts and/or education certificates (diploma, degree etc.). A letter from the post-secondary institution shows the completion of required courses if a certificate is unavailable.
  • Copy of Educational Credential Assessment (ECA) (if applicable)
  • Copy of Official Language Test Results (if applicable)
  • Copies of any occupational licenses or certificates
  • Current resume/CV
  • Copy of spouse’s Canadian Work Permit (if applicable)
  • Copies of the spouse’s two most recent pay stubs in Canada (if applicable)
  • Copy of spouse’s employment offer letter from a Canadian employer (if applicable)
  • Evidence of meeting BC PNP-eligible Professional Designation (if applicable)
  • Evidence of meeting Regional Experience or Regional Alumni (if applicable)

 

  1. The B.C. employer must provide the following:
  • BC PNP Employer Declaration Form
  • Recommendation letter
  • Copy of the signed job offer
  • Detailed job description
  • Company information
  • Copy of the Certificate of Incorporation (or legal equivalent)
  • Copy of the valid municipal Business License
  • Evidence of recruitment efforts (if applicable)
  • Copy of vehicle registration showing employer’s 9-digit National Safety Code
  • number (if applicable)

 

Application Process:

The application process for the BC PNP International Graduate stream is as follows:

  1. Create a profile with the BC PNP Online system and apply within three years of graduating.
  2. Register for the International Graduate category.
  3. Submit the registration and receive a score based on the information.
  4. Get invited to apply.
  5. Submit an application within 30 days of receiving an invitation to apply.
  6. The BC PNP office will review the application.
  7. Receive a nomination from the BC PNP.
  8. Apply for permanent residence to the IRCC.

 

Processing Times and Fees:

The processing time for the International Graduate (IG) stream of the British Columbia Provincial Nominee Program (BCPNP) is estimated to be around two to three months, and the application cost is $1,475 CAD. However, some applications may need more time to be processed if they are more complex or require more documents and information.
