Law Enforcement Pathway

Summary:

The Alberta Express Entry Law Enforcement Pathway is a targeted immigration pathway under the Alberta Advantage Immigration Program (AAIP) designed to help Alberta recruit experienced police officers and law enforcement professionals from outside Canada.

Launched in 2024, this pathway allows Alberta to select qualified candidates from the federal Express Entry pool who have been internationally recruited by Alberta police services. The program was developed in partnership with the Alberta Association of Chiefs of Police (AACP) to address recruitment shortages and strengthen public safety across the province.

Candidates cannot apply directly without employer involvement. Instead, Alberta police services that are members of the AACP identify international recruits and provide their information to the AAIP. If the province determines that the candidate meets program requirements, they may receive an invitation to apply for a provincial nomination.

A successful provincial nomination adds 600 additional points to the candidate’s Express Entry score, significantly increasing the likelihood of receiving an invitation for Canadian permanent residence.

The Law Enforcement Pathway operates within the Alberta Express Entry Stream, which allows Alberta to nominate candidates already in the federal Express Entry pool.

The pathway specifically targets internationally recruited police professionals who have been offered positions with Alberta police services. By coordinating recruitment with immigration selection, the province can bring qualified officers to Alberta more efficiently.

To qualify under this pathway, candidates must:

  • Be identified by a member organization of the Alberta Association of Chiefs of Police

  • Hold a valid job offer from an Alberta police service

  • Have an active Express Entry profile

  • Meet the eligibility requirements of at least one federal Express Entry immigration program

The program focuses on recruiting professionals working in key policing roles, including investigators, police officers, and management-level officers.

Eligible occupations include the following National Occupational Classification (NOC) categories:

40040 – Commissioned police officers and related management roles in public protection

41310 – Police investigators and investigative occupations

42100 – Police officers (excluding commissioned officers)

Because each NOC category may include several different job titles, Alberta may request additional details about the job offer to confirm that the position qualifies under the pathway.

 

Eligibility Requirements

To qualify for the Alberta Express Entry Law Enforcement Pathway, candidates must meet both the general Alberta Express Entry Stream requirements and the pathway-specific criteria.

 

Express Entry Requirements

At the time of application and assessment, candidates must:

  • Have an active profile in the federal Express Entry pool

  • Qualify under one of the federal immigration programs:

    • Federal Skilled Worker Program

    • Canadian Experience Class

    • Federal Skilled Trades Program

  • Have a minimum Comprehensive Ranking System score of 300

  • Indicate interest in immigrating permanently to Alberta

  • Intend to live and work permanently in Alberta

 

Law Enforcement Pathway Requirements

Candidates must also meet the following pathway-specific conditions:

  • Be identified by the Alberta Association of Chiefs of Police as an internationally recruited police officer

  • Hold a valid and verifiable job offer from an Alberta police service that is a member of the AACP

  • Have a primary occupation in their Express Entry profile that matches their Alberta job offer

  • Work in one of the eligible policing occupations recognized under the pathway

  • Meet Alberta employment and job offer requirements

The AAIP may request additional details from the employer and the candidate to confirm that the job offer corresponds to an eligible law enforcement occupation.

Application Process

Unlike many immigration programs, candidates generally do not apply directly to this pathway first. Instead, the process begins with recruitment by an Alberta police service.

 
Step 1: Create an Express Entry Profile

Candidates must first create a profile in the federal Express Entry system and qualify under one of the federal economic immigration programs.

Your Express Entry profile must list your primary occupation in law enforcement, and your score must be at least 300 points.

Step 2: Obtain a Job Offer from an Alberta Police Service

To be considered under the pathway, candidates must receive a job offer from an Alberta police service that is a member of the Alberta Association of Chiefs of Police.

The employer will typically recruit candidates internationally to fill policing roles that cannot be filled locally.

Step 3: Identification by the Alberta Association of Chiefs of Police

Once recruited, the AACP identifies the candidate as an international police recruit and provides the candidate’s information to the Alberta Advantage Immigration Program.

This step is essential because it confirms that the job offer and recruitment process meet provincial requirements.

Step 4: Alberta Reviews the Candidate

The Alberta Advantage Immigration Program reviews the information provided by the police service and the AACP to determine whether the candidate meets the eligibility criteria.

If the candidate qualifies, Alberta may issue an invitation to apply for a provincial nomination.

Step 5: Submit an Application to AAIP

After receiving an invitation, candidates must submit a complete provincial nomination application to the Alberta Advantage Immigration Program.

This application will include documentation such as:

  • Proof of work experience

  • Job offer documentation

  • Identity documents

  • Express Entry profile information

  • Educational credentials and other supporting documents

Step 6: Receive a Provincial Nomination

If the application is approved, Alberta will issue a provincial nomination through Express Entry.

This nomination adds 600 points to the candidate’s Express Entry score, making it highly likely they will receive an invitation to apply for permanent residence.

Step 7: Apply for Permanent Residence

Once nominated, candidates will receive an Invitation to Apply for permanent residence from the federal government through Express Entry.

After submitting the permanent residence application and completing medical and background checks, successful applicants can move to Alberta and begin working with their sponsoring police service.
