Quebec Self-Employed Worker
Summary:
The Quebec Self-Employed Worker Program is designed for foreign nationals who wish to establish themselves in Quebec as independent tradespeople or professionals. Successful applicants are expected to not only meet program requirements but also take full responsibility for their professional activity. This includes:
Choosing how their work will be carried out
Organizing and managing their own work
Providing the tools and equipment needed
Personally completing most specialized duties
Assuming both profits and potential risks of loss
Eligibility Requirements
To qualify, applicants must be at least 18 years of age and demonstrate the ability to establish themselves in Quebec. The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) sets out the following requirements:
Start-up deposit:
At least $50,000 CAD if based in the Montreal metropolitan area
At least $25,000 CAD if based outside Montreal
Selection grid: Candidates must achieve the required passing score under Quebec’s Economic Class selection grid. Up to 99 points (112 with an accompanying spouse or common-law partner) may be awarded for factors such as:
Education
Work experience
Language skills (French and English)
Family or prior stay in Quebec
Age
Financial resources and deposit amount
Residency intention: Applicants must show clear intention to settle in Quebec. A selection interview may be required.
Regulated professions: If applying in a regulated field, candidates must hold a diploma or training that is partially or fully recognized by the appropriate Quebec regulatory authority within the five years before submitting their application.

Net worth | Minimum of $100,000 CAD, legally acquired (alone or with spouse/common-law partner) |
Language | Oral French proficiency (speaking and listening) at Level 7 or higher on Quebec’s French scale |
