Quebec Investor

Summary:

The Quebec Immigrant Investor Program (QIIP) allows qualified investors and their families to obtain Canadian permanent residence by making a passive, government-guaranteed investment in Quebec.

Applicants are assessed using the Quebec Economic Class selection grid, with points awarded across six key factors: education, management experience, age, language skills, family ties in Quebec, and financial investment.

Minimum passing score: 40 points
Mandatory cut-off scores:

  • 10 points for management experience

  • 25 points for financial investment

Applicants meeting both mandatory cut-offs only need five additional points (e.g., through education) to qualify.

QIIP Eligibility Criteria (Effective January 1, 2024)

CriteriaRequirement
Minimum Net WorthAt least CAD $2,000,000 in legally acquired assets (individually or with a spouse/partner). Eligible assets include property, savings, stocks, pensions, etc.
Business/Management ExperienceAt least 2 years of management experience within the past 5 years, in a qualifying enterprise (agricultural, commercial, industrial), government, or international agency. Must involve supervision of financial and human/material resources. Retired applicants may still qualify if experience was within the last 5 years.
InvestmentCommitment to:
– A CAD $1,000,000 risk-free investment (5 years, no interest, refundable) through IQ Immigrants Investisseurs Inc., AND
– A CAD $200,000 non-refundable contribution. Payment must be made within 120 days of acceptance.
Language ProficiencyOral French (speaking and listening) at Level 7 on the Quebec French proficiency scale.
EducationMinimum of a secondary school diploma (Quebec equivalent).
Work Permit & ResidenceUpon approval, applicants receive a work permit. Within 2 years, the principal applicant (and spouse/partner) must reside in Quebec for at least 6 months.

The QIIP Immigration Process

  1. Submit application to Quebec authorities with all required forms and supporting documents.

  2. File review – applications missing documents are returned; complete ones receive an Acknowledgement of Receipt.

  3. Assessment – a Quebec Visa Officer reviews your financial background, net worth, and management experience.

  4. Interview – applicants may be invited to a selection interview (or granted an interview waiver). Originals of all documents must be presented.

  5. Investment transfer – following approval, applicants wire transfer CAD $1,000,000 + $200,000 contribution.

  6. CSQ Issuance – once funds are received, Quebec issues the Certificat de sélection du Québec (CSQ).

  7. Federal processing – submit CSQ, updated forms, police clearances, and federal fees to Immigration, Refugees and Citizenship Canada (IRCC).

  8. Medical exams & final approval – after passing the medical exam and paying the Right of Permanent Residence Fee (RPRF), a Permanent Resident Visa is issued.

Your visa will include an expiry date — you and your family must arrive in Canada before this date to “land” as permanent residents.
