Yukon Community Program
Summary:
Status: This pilot program ended on June 30, 2025. The Government of Yukon is working with Immigration, Refugees and Citizenship Canada (IRCC) to review the program’s results and determine next steps.
About the Program
The Yukon Community Program (YCP) was part of the Yukon Nominee Program. It allowed employers in participating communities to combine part-time or seasonal positions into one full-time job (minimum 1,560 hours per year) to hire a foreign worker.
Full-time hours could be created by:
Combining up to 3 positions within one business; or
Partnering with up to 2 other employers.
Jobs could be in any NOC TEER category, but the foreign worker had to meet the requirements for the highest TEER level in the combined offer.
Eligible Communities
Employers had to operate in one of these communities:
Carcross
Carmacks
Dawson City
Haines Junction
Watson Lake
Whitehorse employers could apply only if they could not offer full-time hours through one position.
Who Could Apply
Employers only — foreign nationals could not apply directly.
Employers had to:
Operate a small or medium-sized business in an eligible community.
Be unable to find a qualified Canadian citizen or permanent resident for the role.
Not otherwise qualify for the standard Yukon Nominee Program streams.
Employer Eligibility & Requirements
Employers had to:
Be Canadian citizens or permanent residents.
Operate the business for at least 1 year.
Be registered with the Yukon Corporate Registry or Federal Registry.
Verify the worker’s experience and qualifications before applying.
Pay the worker at least the Yukon median wage for the NOC position.
Provide free health insurance until Yukon health coverage began.
Pay the worker’s airfare to Yukon (if outside the territory) and return airfare if the worker did not get PR or left the program.
Participate in a screening interview with the worker and Yukon Immigration, if requested.
Not charge any recruitment or application fees to the worker.
Foreign Worker Eligibility
Foreign nationals had to:
Have a combined job offer from one or more Yukon employers totaling full-time hours.
Intend to permanently live in Yukon.
Have at least a high school diploma.
Meet the education requirements for the position.
Have minimum work experience:
6 months for TEER 4 or 5 positions.
12 months for TEER 0, 1, 2, or 3 positions.
Meet minimum language levels (CLB):
CLB 4 – TEER 4 or 5
CLB 5 – TEER 2 or 3
CLB 6 – TEER 0 or 1
Maintain legal status in Canada throughout the process (if applicable).
Complete all program requirements if on a student visa before applying.

Community Support & Settlement
Community Support Letter – Employers needed a letter confirming the job met a critical local labour need.
For communities outside Whitehorse: from the mayor, council, local chamber, or Yukon Chamber of Commerce.
For Whitehorse: from the Whitehorse Chamber of Commerce.
Community Mentor Letter – Employers had to name a mentor to help the nominee settle, including:
Housing plan
Airport pickup (if needed)
Help with healthcare, SIN, schooling, and community integration

Original language test results (less than 2 years old)
Employment records
Education proof (high school diploma + relevant certificates)
Notarized copies of:
Passport and immigration documents
Spouse/partner documents (if applicable)
Dependent children’s documents (if applicable)
Certified translations if documents are not in English or French
Responsibilities
Both employers and workers were responsible for staying updated on official announcements and program changes. Hiring an immigration representative was optional.
