Skilled Worker Stream

Summary:

The Skilled Worker Category of the Newfoundland and Labrador Provincial Nominee Program (NLPNP) is designed for foreign nationals with specialized skills that can help local employers fill labour shortages. This stream allows qualified workers with a valid job offer or current employment in the province to apply for permanent residency.

  • Open to foreign workers in any NOC skill level (0, A, B, C, or D).

  • Requires at least one year of work experience.

  • Applicants must hold, or be eligible for, a valid work permit with at least four months remaining at the time of application.

  • Job offers must be for full-time positions of at least two years with the possibility of extension.

  • Post-Graduation Work Permit (PGWP) holders are not eligible under this stream (they must apply through the International Graduate Category instead).

Minimum Requirements for Applicants

To qualify under the NLPNP Skilled Worker Category, candidates must:

  • Have a full-time job or job offer from an eligible employer in Newfoundland and Labrador for a minimum of two years (with the possibility of renewal).

  • Receive earnings in the form of a salary and benefits package that meets provincial employment standards and prevailing wages. (Short-term contracts under 12 months, part-time, seasonal, or remote jobs are not eligible.)

  • Possess the required skills, training, qualifications, and accreditation for the job.

  • Hold a valid work permit with at least four months remaining or be eligible for one.

  • Demonstrate sufficient experience and accreditation to perform the role.

  • Show clear intention and ability to settle in Newfoundland and Labrador.

  • Prove sufficient settlement funds and financial resources for themselves and their family.

  • Provide valid proof of English or French language proficiency through approved tests:

    • IELTS General Training (English)

    • CELPIP-General (English)

    • TEF (French)

Language Requirements for NOC C and D Occupations

Applicants working in NOC C or D jobs must meet minimum test scores:

  • IELTS General Training: Listening 4.5 | Reading 3.5 | Writing 4 | Speaking 4

  • CELPIP-General: Listening 4 | Reading 4 | Writing 4 | Speaking 4

  • TEF: Oral comprehension 145 | Written comprehension 121 | Written expression 181 | Oral expression 181

Minimum Requirements for Employers

Employers supporting applications under this category must:

  • Be established and operating in Newfoundland and Labrador.

  • Be registered and in good standing with Service NL (Companies and Deeds Online).

  • Have been operating under current management for at least two consecutive years (exceptions may apply for one year in cases of business succession, innovation/export markets, or rural businesses).

  • Hire employees on a full-time, permanent basis.

    • In the St. John’s metro area: at least two permanent, full-time local employees must already be on staff.

    • Outside St. John’s: at least one permanent, full-time local employee is required.

  • Ensure the applicant’s ownership stake does not exceed 10%.

  • Comply with all relevant employment, labour, and immigration laws.

  • Maintain good standing with the Workplace Health, Safety and Compensation Commission (WHSCC) and Labour Standards Division.

  • Provide a job offer that is:

    • Permanent and full-time,

    • Located in Newfoundland and Labrador,

    • In line with NOC classifications, and

    • Meeting provincial wage and employment standards.

  • Demonstrate genuine efforts to hire Canadian citizens or permanent residents before offering the position to a foreign worker.

  • Hold a valid Labour Market Impact Assessment (LMIA), or provide proof of LMIA exemption or a Job Vacancy Assessment (JVA).

  • Be in good standing if operating in the public sector or non-profit sector.

  • Agree to participate in an interview with NLPNP officials and provide supporting documents, such as audited financial statements, WHSCC clearance, CRA tax notices, and business licenses.

 

Who is Not Eligible

Applicants cannot apply if they:

  • Hold a Post-Graduation Work Permit (PGWP) (must apply through the International Graduate Category).

  • Are failed or pending refugee claimants.

  • Have a criminal record (or dependent family members aged 22+ with a criminal record).

  • Have unresolved custody or child support disputes.

  • Have misrepresented information in their application.

  • Are associated with employers who have misrepresented themselves or the applicant’s role in the business.
