Skilled Worker Outside Canada Stream

Summary:

Prince Edward Island (PEI)’s immigration pathways are shaped by federal immigration allocations, the number of applications received, and provincial labour market needs. Currently, the PEI Office of Immigration is giving priority to skilled workers in high-demand sectors such as healthcare, skilled trades, childcare, and other industries experiencing labour shortages.

At this time, candidates working in sales and service occupations may not be prioritized for invitations.

Employers in PEI can also recruit talent from abroad through this stream. If an employer receives prior authorization from the Office of Immigration, they may extend a job offer to an international candidate. Approved applicants will also receive a Work Permit Support Letter to apply for a Canadian work permit.

Eligibility Criteria

To qualify for the PEI Skilled Worker Stream (Outside Canada), you must:

  • Hold a full-time, non-seasonal job offer (permanent or at least two years) from a PEI employer in a high-skilled occupation (TEER 0, 1, 2, or 3).

    • Employers must receive authorization from the Office of Immigration before you can submit an EOI profile.

  • Have at least two years of full-time work experience within the past five years.

  • Have legal status in your current country of residence.

  • Successfully complete a post-secondary degree or diploma (minimum two-year program).

  • Be between 18 and 59 years of age.

  • Demonstrate English or French proficiency through one of the following:

    • Language test (IRCC-approved) within the past two years showing at least CLB/NCLC 4; OR

    • PEIW-02 Workforce Job Offer Form, confirming the employer is satisfied with your language skills.

  • Show proof of sufficient financial resources to cover immigration and settlement costs (including travel).

  • Demonstrate a genuine intention to settle in PEI.

Application Process

  1. Review the Workforce Application Guide.

  2. You or your authorized representative must create an EOI profile in the PEI Expression of Interest system.

    • You’ll need a valid email address and identification (including passport details).

    • Only one active profile is allowed at a time.

  3. Your profile is valid for six months. You can update details if your situation changes before an invitation is issued.

    • If changes occur after you’ve been invited, you must inform the Office of Immigration—this may affect your application outcome.

  4. If selected, you’ll receive an invitation email with your file number and application instructions.

    • You must complete all applicant forms.

    • Your employer must complete the employer forms.

Application Fees

  • EOI Profile: No fee.

  • Application Fee (if invited to apply): $300 CAD, non-refundable.

    • Payment options: Mastercard, Visa, Mastercard Debit, Visa Debit.

    • Payment is required at the time of submitting the Workforce Application Form.

    • Applications will not be processed without successful payment.
