Skilled Worker

Summary:

The Skilled Worker Stream of the Yukon Nominee Program (YNP) helps Yukon employers hire experienced foreign workers for key roles in management and skilled occupations. Successful nominees can apply for permanent residence in Canada while working in Yukon.

Requirements

Status in Canada

No requirement to be in Canada at the time of application.

Connection to Yukon

No prior work or study experience in Yukon is required.

Job Offer

Must have a full-time, permanent job offer from an eligible Yukon employer in a TEER 0, 1, 2, or 3 occupation. The wage must meet or exceed Yukon’s median wage for the occupation.

Language Proficiency

  • TEER 0 or 1: Minimum CLB 7 in English or French

  • TEER 2 or 3: Minimum CLB 5 in English or French
    Language tests must be from an approved agency (IELTS, CELPIP, TEF) and less than two years old.

Education

At least the equivalent of Canadian high school plus any education required for the job.

Work Experience

Minimum 1 year of related work experience in the occupation offered.

Occupations

Only TEER 0, 1, 2, or 3 positions are eligible.


Employer Eligibility

  • Must be a Canadian citizen or permanent resident.

  • Business must have operated in Yukon for at least 1 year (3 years for non-profits) with valid licenses.

  • Must meet Yukon labour standards and be registered with the Yukon Corporate or Federal Registry.

  • Must provide free health insurance coverage for the first 3 months until Yukon health care starts.

  • Must pay for the nominee’s airfare to Yukon (but not for dependents).

  • Must meet recruitment requirements: job advertised for at least 4 weeks on Canada Job Bank and two local platforms before applying.

  • Must verify the nominee’s qualifications before applying.


How to Apply

  1. Prepare the application – Employer and applicant complete all required forms and gather notarized supporting documents.

  2. Submit to YNP – Employer sends the complete package to Yukon Immigration. Incomplete applications will be returned, with 30 days allowed to provide missing information.

  3. Processing – Average processing time is 12–14 weeks.

  4. Nomination – Approved applicants and employers sign a Tripartite Agreement (TPA) outlining responsibilities.

  5. Work permit – Nominee receives a letter of support to apply for a temporary work permit from IRCC

After Nomination

  • Nominee has 6 months to submit a paper-based application for permanent residence to IRCC.

  • Must maintain legal status in Canada throughout the process.

  • The Government of Yukon may monitor compliance with the TPA through site visits and document reviews.

  • If the nominee does not receive permanent residency, the employer must pay return airfare to the nominee’s country of residence.


Processing Time

12–14 weeks for YNP decision.
Up to 18 months for IRCC to process the permanent residence application.


Fees

  • YNP application fee: $0

  • Employer compliance fee: $230 (if applicable, through IRCC Employer Portal)

  • Language testing, notarization, and translation costs paid by the applicant.
