Skilled Worker
Summary:
The Skilled Worker Stream of the Northwest Territories Nominee Program (NTNP) allows employers to fill labour shortages in NOC TEER 0, 1, 2, or 3 occupations that require formal education, specialized training, or both.
This stream helps the territory attract qualified and experienced foreign workers who intend to live permanently in the Northwest Territories. Unlike the NTNP Express Entry option, this is a paper-based application process, with longer federal processing times.
Applicant Eligibility
To qualify, applicants must:
Hold a permanent, full-time job offer from an eligible NWT employer in a NOC TEER 0, 1, 2, or 3 occupation.
Have one of the following:
1 year of full-time experience in the same or similar occupation within the last 10 years, and a valid work permit expiring on or after March 31, 2026; OR
18 months of full-time work experience with the same NWT employer in the same occupation.
Demonstrate language proficiency at the time of application with valid test results:
CLB 6 – NOC TEER 0, 1, or 2
CLB 5 – NOC TEER 3
Have the education, training, or certification required to perform the duties of the job offer.
Show legal status to work in Canada (if applying from within).
Intend to permanently settle in the Northwest Territories.
Not be a refugee claimant.
Employer Eligibility
Employers must:
Provide a permanent, full-time job offer with wages and conditions consistent with industry standards and collective agreements.
Be a registered business or government organization (municipal, First Nation, or territorial) that has operated in the NWT for at least 1 year.
Be in good standing with:
Workers’ Safety and Compensation Commission (WSCC)
Employment Standards office
Meet recruitment requirements by either:
Submitting a valid Labour Market Impact Assessment (LMIA); OR
Demonstrating advertising efforts locally and nationally, and providing a summary of applicants and reasons for refusal if nominating without an LMIA.

Application Process
Job Offer – Candidate secures a full-time, permanent job with an eligible employer.
Employer Application – Employer submits a paper-based NTNP Skilled Worker application on behalf of the foreign national.
Nomination – If approved, both employer and worker sign a Memorandum of Understanding outlining responsibilities.
Federal Application – Applicant has 6 months to submit a paper-based PR application by mail to IRCC.
Permanent Residency – IRCC processes the PR application and issues a decision.
Processing Times
NTNP Nomination: ~10 weeks
Permanent Residency (IRCC, paper-based): ~18 months
