Saskatchewan Entrepreneur Category

Summary:

The Saskatchewan Immigrant Nominee Program (SINP) Entrepreneur Category offers experienced business owners and senior managers the opportunity to establish, acquire, or partner in a business in Saskatchewan. This pathway leads to provincial nomination for permanent residency in Canada.

Eligibility Requirements

  • Business Experience: Minimum of three years of relevant business management or entrepreneurial experience within the past ten years.

  • Net Worth: A verifiable personal net worth of at least $500,000 CAD, legally obtained.

  • Investment:

    • Regina or Saskatoon: Invest a minimum of $300,000 CAD.
    • Other Saskatchewan Communities: Invest a minimum of $200,000 CAD.
  • Ownership: Own at least one-third (33.3%) of the business, unless the total investment is $1 million CAD or higher.

  • Job Creation: For new businesses in Regina or Saskatoon, create at least two full-time positions for Canadian citizens or permanent residents who are not related to the applicant.

Application Process

  1. Expression of Interest (EOI):

    • Submit an EOI to the SINP, detailing your business experience, net worth, investment intentions, and a proposed Business Establishment Plan (BEP).
  2. Invitation to Apply (ITA):

    • EOIs are scored and ranked based on a points grid. Top candidates receive an ITA to submit a formal application.
  3. Application Submission:

    • Provide a comprehensive application, including third-party verification of net worth, a detailed BEP, and supporting documents.
  4. Interview:

    • Attend an interview with SINP officials to discuss your business proposal and intentions.
  5. Business Performance Agreement (BPA):

    • If approved, sign a BPA outlining the terms and conditions for your business operations in Saskatchewan.
  6. Work Permit:

    • Obtain a temporary work permit to establish and manage your business in Saskatchewan.
  7. Business Establishment:

    • Within six months of arriving in Saskatchewan, start or purchase the business as per the BPA.
  8. Nomination for Permanent Residency:

    • After meeting the BPA conditions and operating the business for the required period, apply for provincial nomination for permanent residency.

The SINP Entrepreneur Category operates on a points-based system, assessing applicants on factors such as age, business experience, net worth, investment amount, and adaptability. Applicants must achieve a minimum score to be considered for an ITA.

Points Allocation:

  • Age: Up to 15 points

  • Business Experience: Up to 20 points

  • Net Worth: Up to 10 points

  • Investment Amount: Up to 20 points

  • Exploratory Visit: Up to 15 points

  • Key Economic Sectors: Up to 15 points

  • Adaptability: Up to 10 points

Priority is given to applicants proposing businesses that align with Saskatchewan’s key economic sectors, such as manufacturing, agriculture, technology, and natural resources. Ineligible businesses include those primarily involved in property rental, investment, or leasing activities; real estate development or brokerage; and professional services requiring licensing or accreditation.
