Rural Community Immigration Pilot ( RCIP )
The Rural Community Immigration Pilot (RCIP) is a community-driven program designed to attract skilled foreign workers to rural areas in Canada. By securing a valid job offer from a designated employer in a participating community, eligible individuals can apply for permanent residence, contributing to the economic development and demographic growth of these regions.
Eligibility Requirements
To qualify for the RCIP, applicants must meet the following criteria:
Job Offer:
- Obtain a valid job offer from a designated employer within a participating rural community.
Work Experience:
- Accumulate at least one year (1,560 hours) of related work experience in the past three years.
- The work experience must align with the National Occupational Classification (NOC) Training, Education, Experience, and Responsibilities (TEER) category of the job offer.
- Include the actions and most of the main duties listed in the NOC description.
Language Proficiency:
- Demonstrate language abilities by taking an approved test.
Education:
- Possess a Canadian secondary school (high school) diploma or a recognized Canadian post-secondary certificate, diploma, or degree from a designated learning institution.
- For education obtained outside Canada, provide an Educational Credential Assessment (ECA) report from a designated organization or professional body that is less than five years old on the date of application, showing completion of a foreign credential equivalent to a Canadian credential.
Settlement Funds:
- Provide proof of sufficient funds to support yourself and your family upon settling in the community, unless already working in Canada.
Intent to Reside:
- Show a clear intention to live and work in the recommending community.
Application Process
The RCIP application process involves several steps:
Secure a Job Offer:
- Identify and apply for positions with designated employers in participating rural communities.
Obtain Community Recommendation:
- After receiving a job offer, apply for a recommendation from the community’s designated economic development organization.
Submit Permanent Residence Application:
- Once recommended, apply for permanent residence through Immigration, Refugees and Citizenship Canada (IRCC), including all required supporting documents.

- International students who graduated from a public post-secondary institution in the community may be exempt from the work experience requirement if they meet specific criteria, such as program length and residency during studies.
Healthcare Workers:
