By connecting applicants with designated employers facing labor shortages, this pilot facilitates community-driven immigration to bolster local economies.

What is the Rural Community Immigration Pilot?
Launched to address labor market needs in smaller communities, the Rural Community Immigration Pilot enables selected rural areas to attract and retain skilled foreign workers. Participating communities collaborate with employers to fill positions that cannot be occupied by local talent, thereby supporting economic growth and community development.
Participating Communities:
The pilot includes 14 communities across Canada that have demonstrated the capacity to support and benefit from skilled immigrants. These communities are authorized to recommend employers who can offer eligible job opportunities to foreign workers.
Eligibility Criteria:
To qualify for the Rural Community Immigration Pilot, applicants must:
- Obtain a Valid Job Offer: Secure a full-time, non-seasonal job from a designated employer in one of the participating communities.
- Meet Work Experience Requirements: Possess relevant work experience that aligns with the job offer.
- Satisfy Educational Requirements: Hold the necessary educational credentials for the position.
- Demonstrate Language Proficiency: Achieve the required language proficiency levels in English or French.
- Show Intent to Reside: Express a genuine intention to live in the community.
Each community may have additional specific requirements or criteria for applicants.
Application Process:
- Find a Job: Identify and apply for eligible positions with designated employers in participating communities.
- Community Recommendation: Once a job offer is secured, obtain a recommendation from the community to support your application.
- Apply for Permanent Residence: Submit a complete application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC), including all required forms and supporting documents.
Applicants may also be eligible to apply for an optional work permit to commence employment while their permanent residence application is being processed.
