Regular Skilled Worker Program

Summary:

The Quebec Regular Skilled Worker Program (RSWP) is an economic immigration pathway managed by the Government of Quebec. It is designed for skilled professionals with work experience who can contribute to the province’s labor market and economy.

Applicants are assessed on a points-based system that considers factors such as education, professional experience, language proficiency, and ties to Quebec. Eligible candidates must first create an Expression of Interest (EOI) through the Arrima online portal.

Those selected from the pool will be invited to submit a complete application for a Certificat de sélection du Québec (CSQ – Quebec Selection Certificate). Once approved for a CSQ, applicants may then apply for Canadian permanent residence at the federal level.

Quebec Skilled Worker Points System

The RSWP uses two points systems:

  1. Eligibility Points Grid (Selection Factors) – Determines whether you qualify to submit an Arrima profile.

  2. Arrima Ranking Points Grid – Determines your score in the Arrima pool compared to other candidates.

To be eligible, applicants must achieve the following minimum scores:

  • Without spouse/partner: 43 points in employability factors and 50 points overall.

  • With spouse/partner: 52 points in employability factors and 59 points overall.

Arrima Expression of Interest (EOI) Ranking Grid

Once an EOI is submitted, candidates are awarded points that determine their ranking in the pool. Quebec regularly conducts Arrima draws to invite top-scoring candidates.

How to Apply

  1. Submit an EOI through Arrima

    • Provide details on education, work experience, language skills, and other eligibility factors.

  2. Receive an Invitation to Apply (if selected)

    • Quebec’s Ministry of Immigration (MIFI) invites candidates from the Arrima pool to submit a full application for a CSQ.

  3. Apply for a CSQ

    • Submit your complete application within the required timeframe.

  4. Apply for Permanent Residence

    • Once issued a CSQ, you can apply to the Government of Canada for permanent residence.

Processing time: Applications for a CSQ through Arrima are generally processed within 6 months, though timelines may vary.

Is French Required?

Knowledge of French is not a strict requirement for the RSWP. However, since French is Quebec’s official language, proficiency can significantly improve your points score and your chances of selection from the Arrima pool.
