Quebec Experience Program

Summary:

The Quebec Experience Program (PEQ) allows foreign graduates and individuals with eligible work experience in Quebec to obtain a Quebec Selection Certificate (CSQ) — a mandatory step toward permanent residency issued by the federal government.

Unlike other provinces, Quebec manages its own economic immigration programs through the Quebec-Canada Agreement (effective since April 1991).

Important Update: Both streams of the PEQ (Workers and Graduates) are suspended until November 30, 2025.

The program was created to help Quebec retain individuals who:

  • Have already integrated into Quebec society,

  • Share Quebec’s cultural values, and

  • Possess skills needed in the labour market.

Between 2010 and 2020, over 70,000 CSQs were issued under PEQ, representing 86% of all Quebec selections during that period.

Eligibility Criteria – Temporary Foreign Workers

Applications for the Workers Stream are paused until November 30, 2025.

You may be eligible if you:

  • Intend to live and work in Quebec in an eligible occupation.

  • Have lived in Quebec temporarily for work purposes.

  • Accumulated at least 24 months of full-time work experience (in the last 36 months) in a TEER 0, A, or B occupation.

  • Hold valid temporary resident status (including IEC programs like Working Holiday, Young Professionals, or Co-op Internship).

  • Are legally residing in Quebec at the time of application.

Language Requirements:

  • Demonstrate spoken French at level 7 (Quebec scale), OR

  • Show proof of at least 3 years of full-time studies in French (secondary or post-secondary), OR

  • Prove you have met the French requirements of your professional order in Quebec.

  • Spouses of applicants must demonstrate spoken French at level 4.

Work Experience Rules:

  • Full-time = minimum 30 hours/week of paid, legal work.

  • Must be in TEER 0, A, B1, 2, or 3 occupations (NOC system).

  • Work as a student on a PGWP or IEC permit may count if all PEQ requirements are met.

  • Part-time, self-employment, or entrepreneurial work is not accepted.

Eligibility Criteria – Quebec Graduates

The Graduate Stream (PEQ – Diplômes) is also suspended until November 30, 2025.

You may be eligible if you:

  • Intend to settle in Quebec in an eligible job sector.

  • Studied in Quebec for at least 50% of your program duration.

  • Completed at least 1,800 study hours (approx. 2 years).

  • Earned an eligible degree or diploma from a recognized Quebec institution within the last 36 months.

  • Reside legally in Quebec at the time of application.

  • Can prove financial self-sufficiency.

Work Experience Requirements:

  • Bachelor’s, Master’s, or DEC: 12 months of full-time experience in TEER 0, A, or B, and employed at time of application.

  • DEP (vocational diploma): 18 months of full-time experience in TEER 0, A, B, or C, and employed at time of application.

    • Note: TEER C jobs must be directly related to your diploma.

  • Mandatory internships may count up to 3 months.

Language Requirements (as of Nov 23, 2024):

  • Principal applicant: spoken French (level 7) + written French (level 5).

  • Spouse: spoken French (level 4).

  • Proof can include:

    • Transcript showing 3+ years of studies entirely in French, OR

    • Transcript from a recognized Quebec program where 75% of courses/credits were completed in French.

CSQs will only be issued once a final transcript and diploma completion attestation are submitted.

Application Process

All applications must now be submitted through the Arrima portal (paper applications are no longer accepted as of January 26, 2021).

Steps to Apply:

  1. Select and complete the permanent selection form that applies to your situation (Workers or Graduates).

  2. Gather all required supporting documents.

  3. Create a profile in the Arrima platform.

  4. Upload your full application package via Arrima.

  5. Pay the required application fee.

Complete applications are processed within six months of submission (including documents and payment).
