Ontario Entrepreneur Stream
Summary:
The OINP Entrepreneur stream has been suspended for now.
Eligibility Requirements
Business Experience: At least 24 months of full-time business experience as an owner or senior manager within the last 60 months.
Net Worth:
- Within the Greater Toronto Area (GTA): Minimum net worth of $800,000 CAD.
- Outside the GTA or in the Information and Communications Technology (ICT)/Digital Communications sector: Minimum net worth of $400,000 CAD.
Investment and Ownership:
- Within the GTA: Invest at least $600,000 CAD and own a minimum of 33.3% of the business.
- Outside the GTA or in the ICT/Digital Communications sector: Invest at least $200,000 CAD and own a minimum of 33.3% of the business.
Job Creation:
- Within the GTA: Create at least two permanent full-time jobs for Canadian citizens or permanent residents.
- Outside the GTA or in the ICT/Digital Communications sector: Create at least one permanent full-time job for a Canadian citizen or permanent resident.
Language Proficiency: Demonstrate proficiency in English or French equivalent to Canadian Language Benchmark (CLB) level 4 or higher.
Application Process
Expression of Interest (EOI):
- Submit an EOI to the OINP, detailing your business experience, net worth, investment amount, and proposed business plan.
Invitation to Apply (ITA):
- If your EOI is selected, you will receive an ITA, prompting you to submit a comprehensive application.
Application Submission:
- Provide a detailed application, including a business plan, proof of net worth, language proficiency results, and other supporting documents.
Interview:
- Attend an in-person interview with OINP officials to discuss your business proposal and intentions.
Performance Agreement:
- If approved, sign a Performance Agreement outlining the terms and conditions for your business operations in Ontario.
Work Permit:
- Obtain a temporary work permit to establish and manage your business in Ontario.
Business Establishment:
- Within 20 months of arriving in Ontario, implement your business plan as per the Performance Agreement.
Nomination for Permanent Residency:
- After meeting the Performance Agreement conditions, apply for provincial nomination for permanent residency.

The OINP Entrepreneur Stream operates on a points-based system, assessing applicants on factors such as business experience, investment amount, net worth, job creation, language proficiency, and education. Applicants must achieve a minimum score to be considered for an ITA.
Points Allocation:
- Business Experience: Up to 25 points
- Past Specific Experience: Up to 35 points
- Level of Education: Up to 10 points
- Language Proficiency: Up to 10 points
- Net Worth: Up to 15 points
- Investment Amount: Up to 25 points
- Business-Related Visits: Up to 6 points
- Business Concept: Up to 74 points
Applicants must score at least 37 out of 74 points in the Business Concept section to be eligible for an ITA.
