Summary:
The International Skilled Worker (ISW) stream is one of Saskatchewan’s most popular immigration pathways under the SINP. It targets foreign workers with the education, skilled work experience, and language ability needed to successfully establish in Saskatchewan’s labour market.
There are three subcategories under the International Skilled Worker stream:
Express Entry – For candidates with an active Express Entry profile.
Occupations In Demand – For skilled workers with experience in occupations not requiring a job offer.
Employment Offer – For candidates who have a valid job offer from a Saskatchewan employer.
Who Can Apply?
You may be eligible to apply if you:
Are a skilled worker with post-secondary education or training;
Have relevant work experience in a high-demand occupation (unless you have a job offer);
Meet minimum language requirements;
Want to live and work in Saskatchewan permanently.

SINP Excluded Occupation List
Some occupations are not eligible under the International Skilled Worker stream. Saskatchewan publishes a comprehensive Excluded Occupation List that is updated regularly.
Examples of excluded occupations include:
Physicians and Registered Nurses
Teachers and Librarians
Aerospace and Petroleum Engineers
Actors, Musicians, and Dancers
Police Officers and Firefighters

How to Apply
1. Check Your Eligibility
Use the SINP eligibility calculator or review criteria above for your chosen subcategory.
2. Prepare Your Documents
Gather proof of education, language tests, work experience, and (if applicable) your job offer.
3. Create a Profile
If applying through Express Entry: Create/maintain an active Express Entry profile.
If applying through SINP: Register through Saskatchewan’s online application portal.
4. Submit Your Application
Applications are submitted online via the SINP portal. There is a non-refundable application fee of $350 CAD.
5. Wait for a Nomination
If approved, you will receive a Provincial Nomination Certificate, which adds 600 points to your Express Entry CRS score (if applicable) or allows you to apply directly for PR through IRCC.
Required Documents
1. Identity and Civil Status Documents
Passport bio-data page (and all dependents)
Birth certificate(s)
Marriage certificate(s) or proof of common-law relationship
Divorce or death certificate (if applicable)
2. Language Proficiency Test Results
Valid test results from:
IELTS (General Training)
CELPIP (General)
TEF Canada or TCF Canada (for French)
Results must be less than 2 years old at the time of application.
3. Education Credentials
Degrees, diplomas, or certificates
Transcripts for each credential
Educational Credential Assessment (ECA) if applying under Express Entry or Occupations In Demand (from a designated organization like WES, IQAS, CES, ICAS)
4. Work Experience Documents
Letters of reference from past employers on company letterhead, signed by authorized personnel
Must include:
Job title
Duties and responsibilities
Duration of employment
Number of hours worked per week
Salary/wage
Pay stubs, contracts, or tax documents (optional but helpful for proof)
5. Job Offer Letter (only for Employment Offer subcategory)
Official job offer on company letterhead
Signed by the employer and applicant
Must include:
Job title and NOC code
Duration of employment
Full-time, permanent status
Salary and benefits
6. Settlement Funds and Plan
Proof of sufficient settlement funds (bank statements, GICs, investments)
A signed and dated Settlement Plan (template available on the SINP portal)
7. Additional Documents (If Applicable)
Proof of Saskatchewan experience (e.g., work permit, SINP nomination)
Professional licenses or certification (for regulated occupations)
Police clearance certificates (may be required by IRCC after nomination)
Translations
If any document is not in English or French, it must be accompanied by a certified translation and a copy of the original.
