NWT express Entry

Summary:

The Express Entry Stream of the Northwest Territories Nominee Program (NTNP) is designed for skilled workers in NOC TEER 0, 1, 2, or 3 occupations who already have a profile in Immigration, Refugees and Citizenship Canada’s (IRCC) Express Entry system.

This pathway allows NWT employers to hire skilled talent more quickly, while providing candidates with an accelerated route to Canadian permanent residency. A successful nomination gives candidates an additional 600 points in the Express Entry pool, virtually guaranteeing an Invitation to Apply (ITA).

Applicant Eligibility

To qualify, applicants must:

  • Have an active Express Entry profile and meet the eligibility for one of the three federal economic programs:

    • Federal Skilled Worker (FSW) – At least 1 year continuous full-time skilled work, high school diploma, CLB 7 minimum.

    • Canadian Experience Class (CEC) – At least 1 year Canadian skilled work in the last 3 years, CLB 7 (NOC 0/A), CLB 5 (NOC B).

    • Federal Skilled Trades (FST) – At least 2 years of skilled trades experience, valid job offer or Canadian qualification, CLB 5 (speaking/listening), CLB 4 (reading/writing).

  • Have a valid Job Seeker Validation Code.

  • Hold a permanent, full-time job offer from an eligible NWT employer in a NOC TEER 0, 1, 2, or 3 occupation.

  • Have at least 1 year of full-time experience in the same or similar occupation OR 18 months of full-time experience with the nominating employer in the same role.

  • Possess the required certifications/accreditations for the occupation (as per NOC requirements).

  • Meet the language requirements:

    • CLB 6 – NOC 0 or 1 (managerial/professional roles)

    • CLB 5 – NOC 2 or 3 (technical/trades roles)

  • Have the appropriate education or specialization for the job offer.

  • Hold legal status to work in Canada (if applying from within).

  • Not be a refugee claimant.

Employer Eligibility

Employers must:

  • Be a registered business or government organization (municipal, First Nation, or territorial) in the Northwest Territories.

  • Be operating year-round for at least 1 year in the territory.

  • Be in good standing with the Workers’ Safety and Compensation Commission (WSCC) and the Employment Standards Act.

  • Offer a permanent, full-time job with wages and conditions consistent with industry standards and not in conflict with any union agreements.

  • Provide either:

    • A valid Labour Market Impact Assessment (LMIA), OR

    • Proof of recruitment efforts (2 local ads + 1 national ad), including a summary of applicants and reasons for refusal, if nominating without an LMIA.

Application Process

  1. Create an Express Entry Profile – Applicant must register with IRCC’s Express Entry system and meet eligibility for one of the three federal economic programs.

  2. Secure a Job Offer – Candidate must obtain a full-time, permanent offer from an eligible NWT employer.

  3. Submit NTNP Application – Both applicant and employer prepare and submit documents through the NTNP portal.

  4. Nomination – If approved, applicant receives a provincial nomination certificate, adding 600 CRS points.

  5. Invitation to Apply (ITA) – Candidate will be invited in the next Express Entry draw.

  6. Permanent Residency – Submit full PR application to IRCC within the given timeframe.

 

Processing Times

  • NTNP Nomination: ~10 weeks

  • Express Entry PR Application: ~6 months
