Newfoundland International Graduate Entrepreneur Stream

The Newfoundland and Labrador International Graduate Entrepreneur Stream is designed for recent graduates from Memorial University or the College of the North Atlantic who have established, purchased, or co-managed a business in the province. This program offers a pathway to permanent residency for individuals who have actively managed their business for at least one continuous year and intend to reside permanently in Newfoundland and Labrador.

Eligibility Requirements

  • Age: Applicants must be at least 21 years old.

  • Education: Completion of a full-time post-secondary diploma or degree of at least two years from Memorial University or the College of the North Atlantic, completed within two years prior to submitting an Expression of Interest (EOI).

  • Post-Graduation Work Permit: Applicants must hold a valid Post-Graduation Work Permit at the time of application.

  • Business Ownership and Management: At least one year of continuous experience actively managing and owning a business in Newfoundland and Labrador, with a minimum ownership of 33.3%.

  • Language Proficiency: A minimum Canadian Language Benchmark (CLB) score of 7 in speaking, listening, reading, and writing in English or French.

  • Business Viability: The business must be a for-profit entity with the primary purpose of earning profits through the sale of goods and/or services.

  • Job Creation: Demonstrate the ability to create at least one full-time equivalent job for a Canadian citizen or permanent resident in Newfoundland and Labrador, excluding the applicant and their family members.

  • Expression of Interest (EOI): Complete an online EOI and receive an Invitation to Apply (ITA) from the Office of Immigration and Multiculturalism.

Application Process

  1. Expression of Interest (EOI):

    • Submit an online EOI detailing your business ownership, management experience, and intention to settle permanently in Newfoundland and Labrador.
  2. Invitation to Apply (ITA):

    • If selected, receive an ITA from the Office of Immigration and Multiculturalism.
  3. Application Submission:

    • Submit a comprehensive application, including a business continuity plan with supporting financial documentation verified by a recognized third-party professional service.
  4. Interview:

    • Attend an in-person interview to discuss your business operations and future plans in the province.
  5. Nomination for Permanent Residency:

    • Upon successful assessment, receive a provincial nomination, allowing you to apply for permanent residency through Immigration, Refugees and Citizenship Canada (IRCC).

Applicants proposing businesses that support regional economic development or focus on high-demand industries such as agriculture, aquaculture, technology, and natural resources may receive priority consideration. Ineligible businesses include those conducted remotely, property rental, investment, and leasing activities, and professional services requiring licensing or accreditation.
