Manitoba Entrepreneur Pathway

Summary:

The Manitoba Entrepreneur Pathway offers a streamlined route for international entrepreneurs to establish, purchase, or partner in a business within Manitoba. This initiative is designed to attract individuals with substantial business experience and investment capabilities, facilitating their transition to Manitoba on a temporary work permit, with the potential for permanent residency upon fulfilling specific business performance criteria.

Eligibility Requirements

  • Business Experience: Applicants must have a minimum of three years of full-time work experience in the past five years, either as an active business owner (with at least 33.3% ownership) or in a senior management role of a successful business.

     
  • Net Worth: A minimum personal net worth of $500,000 CAD is required. This net worth must be verified by a third-party supplier approved by the Manitoba Provincial Nominee Program (MPNP).

     
  • Education: Applicants should possess a minimum of a Canadian high school diploma or its equivalent.

     
  • Language Proficiency: A minimum Canadian Language Benchmark (CLB) score of 5 in either English or French is mandatory.

     
  • Business Investment:

    • Within the Winnipeg Metropolitan Region: A minimum investment of $250,000 CAD is required.
    • Outside the Winnipeg Metropolitan Region: A minimum investment of $150,000 CAD is required.
    • The proposed business must create or maintain at least one job for a Canadian citizen or permanent resident in Manitoba, excluding owners and their close relatives.
       

Application Process

  1. Self-Assessment and Business Research:

    • Evaluate your eligibility using the Self-Assessment Form provided by the MPNP.
    • Conduct thorough research on the Manitoba market to identify viable business opportunities.
  2. Expression of Interest (EOI):

    • Submit an EOI to the MPNP, including a Business Concept Form and the Self-Assessment Form.
    • The MPNP will review your submission and, if satisfactory, issue a Letter of Advice to Apply (LAA).
       
  3. Application Submission:

    • Upon receiving an LAA, submit a comprehensive application along with a detailed business plan and a non-refundable processing fee of $2,500 CAD.
    • Your personal net worth must be verified by a designated third-party service provider.
       
  4. Interview and Business Performance Agreement (BPA):

    • Attend an interview with MPNP officials to discuss your business proposal.
    • If approved, sign a BPA outlining the terms and conditions for your business establishment in Manitoba.
  5. Work Permit and Business Establishment:

    • Apply for a temporary work permit to commence your business operations in Manitoba.
    • Establish the business as per the BPA and fulfill all stipulated requirements.
  6. Nomination for Permanent Residency:

    • After successfully operating the business for the agreed-upon period and meeting all BPA conditions, the MPNP will nominate you for permanent residency.

The Entrepreneur Pathway operates on an Expression of Interest (EOI) system, where candidates submit their intent to apply and are scored based on various factors, including business experience, investment amount, language proficiency, and adaptability. Higher-scoring candidates are prioritized for the issuance of a Letter of Advice to Apply (LAA).

 

Adaptability Factors:

  • Spouse’s Language Proficiency: If your spouse has a CLB/NCLC score of 5 or higher, additional points are awarded.
  • Second Official Language: Proficiency in both official languages can enhance your score.
  • Close Relatives in Manitoba: Having close relatives residing in Manitoba for more than one year adds to your adaptability score.
  • Children’s Education: If your child is enrolled in an accredited Manitoba educational institution and has been pursuing education for at least six months prior to the EOI submission, it contributes positively to your score.
  • Previous Education or Work Experience in Manitoba: Completion of a full-time study program or prior work experience in Manitoba can also increase your adaptability points.
     

It’s important to note that the MPNP no longer requires applicants to submit a deposit to the Manitoba government, a change from previous program requirements. Additionally, while a business research visit is not mandatory, it is highly recommended to enhance your understanding of the local market and strengthen your application.
