International Student Entrepreneur PIlot

Summary:

The International Student Entrepreneur Pilot (ISEP) provides an opportunity for up to 20 international graduates per year in Manitoba to pursue entrepreneurship instead of traditional employment.

Graduates who successfully operate a business in Manitoba and meet the terms of their Business Performance Agreement (BPA) will be nominated for permanent residence through the Manitoba Provincial Nominee Program (MPNP).

Eligibility – International Student Entrepreneur Pilot

CriterionMinimum Requirement
Business ExperienceMust submit a business plan. You must manage the business daily in Manitoba as a senior manager for at least 6 months before nomination, in line with your Business Performance Agreement (BPA). You must own at least 51% of the business equity.
Official Language ProficiencyMinimum CLB/NCLC 7.
EducationCompleted a full-time post-secondary program in Manitoba of at least 2 years. (Education/work abroad may be considered an asset but is not required.)
AgeBetween 21 and 35 years old.
AdaptabilityMust hold a valid open work permit at the time of application. Must have continuously lived in Manitoba since graduation and show intent to remain after nomination.
Net Worth & Settlement FundsNo deposit required. No minimum net worth, but your net worth and source of funds will be assessed for business feasibility. Must demonstrate liquid funds equal to LICO for 12 months. Net worth verification by an MPNP-approved third party is required within 120 days of receiving an LAA.
Business Performance Agreement (BPA)After approval, you must sign a BPA before receiving an approval-in-principle letter to implement your business plan.

How to Apply – ISEP

The ISEP follows a step-by-step process from self-assessment to nomination:

  1. Self-Assessment

    • Determine if you meet minimum ISEP criteria.

    • Complete an Interest Guideline Form.

  2. Explore Manitoba & Research Your Business Concept

    • Research the local business environment.

    • Attend a mandatory ISEP information session (email MPNP-BusinessStream@gov.mb.ca to register).

    • Complete a Business Concept Form.

  3. Submit Interest & Business Concept Forms

    • Email the following to the MPNP:

      • Business Concept Form

      • Interest Guideline Form

      • Code of Conduct for Immigration Representatives (if applicable)

    • If you do not meet the minimum criteria, your concept will not be reviewed.

    • Submitting these forms is not an application.

  4. Full Application Submission

    • If issued a Letter of Advice to Apply (LAA), submit a full application with required documents.

    • Net worth verification may be required by an approved third-party provider.

    • Submit all federal/provincial forms electronically (email).

    • Submit supporting documents by mail or in person.

    • Pay the $2,500 application fee at submission.

  5. Application Assessment

    • Your application will be reviewed and may include an in-person interview.

    • If approved, you must sign a Business Performance Agreement (BPA).

  6. Operate Your Business

    • Implement and actively manage your business in Manitoba.

    • MPNP officers provide support and guidance.

  7. Receive Nomination

    • Once BPA requirements are met, you will receive your MPNP nomination for permanent residence.
