International Graduate Stream
Summary:
The NLPNP International Graduate Category is a permanent residence pathway for international students who have graduated from a Canadian institution, especially from an eligible NL institution, hold a valid Post-Graduation Work Permit (PGWP), and have a full-time job offer in TEER 0-4 in Newfoundland and Labrador. No Express Entry profile or points grid is required, making it an ideal route for recent graduates with a job offer aligned with their field of study.
How to Immigrate via the NLPNP International Graduate Stream
What is the International Graduate Stream?
This NLPNP stream is tailor-made for international students who have completed a Canadian post-secondary program and are working in Newfoundland and Labrador. It allows graduates on a PGWP to transition to permanent residency, without needing to be in the federal Express Entry pool.
Who Should Apply?
You’re a strong candidate if:

You hold a valid Post-Graduation Work Permit

You’re working (or have a job offer) in Newfoundland and Labrador

Your job matches your education (some exceptions for MUN/CNA grads)

You are between 21 and 59 years old

You meet all job, wage, and settlement requirements
Step-by-Step Process

Secure a Full-Time Job Offer in NL

In a TEER 0, 1, 2, 3 or eligible TEER 4 (in-demand) occupation

Must be for at least one year, minimum 30 hours/week

✅ Eligibility Checklist
To qualify, you must:

Hold a valid PGWP (min 4 months remaining)

Have a full-time job or job offer from an eligible employer
-
Be working in a job that:

Is in TEER 0–3 or in-demand TEER 4 occupations

Meets wage standards and employment conditions

Is related to your field of study (with exceptions)

Be aged 21–59

Show intent to settle in NL permanently

Prove sufficient settlement funds

Own less than 10% of the business you work for

For TEER 4 jobs: provide a valid language test (CLB 4 minimum)
🧠 Special Case: MUN or CNA Graduates
If you graduated from Memorial University or the College of the North Atlantic, your job does not have to match your field of study, provided:

It’s in TEER 0–3 or TEER 4 (in-demand)

It reasonably leads to career growth

You have related training or experience
🌍 Out-of-Province Graduates?
You must:

Work in Newfoundland and Labrador for at least 1 year

Your job must directly match your field of study

You cannot apply if:

You haven’t completed your studies

You are under sponsorship requiring return to your home country

You or your dependents have a criminal record

You have unresolved legal disputes

You or your employer misrepresented information

🔁 Responsibilities After Applying
You must immediately notify the NLPNP if:

Your marital status changes
-
You change jobs or lose employment
-
A child is born
-
You move to a new address
-
You get a decision on your PR or work permit application
Failure to report changes can lead to refusal or cancellation.
