International Graduate Stream
Summary:
The International Graduate stream of the PEI PNP is designed to help employers in Prince Edward Island fill positions they cannot find local workers for. This pathway is open to graduates of publicly funded post-secondary institutions in PEI who have secured a qualifying job offer.
Like all PEI immigration programs, this stream is influenced by:
Federal immigration allocations
Provincial labour market needs
Application volumes
Currently, PEI is prioritizing workers in high-demand sectors such as healthcare, trades, childcare, and other critical industries. Applicants in sales and service occupations may not receive an invitation at this time.
Important: Submitting an Expression of Interest (EOI) is not an application. It only shows your interest in being considered. The PEI Office of Immigration may limit intake or exclude certain occupations from draws at any time.
Eligibility Requirements
To qualify for the International Graduate stream, you must:
Have graduated from a publicly funded institution in PEI.
Hold a full-time, non-seasonal job offer (permanent or at least two years) from a PEI employer.
Have a valid post-graduate work permit and legal status in Canada.
Attend an interview with PEI Office of Immigration staff, if requested.
Meet the language requirements:
TEER 0, 1, 2, or 3 jobs: Employer must confirm your English or French skills on the PEIW-02 Workforce Job Offer Form.
TEER 4 or 5 jobs: Submit valid IRCC-approved test results with a minimum score of CLB/NCLC 4 (tests valid for 2 years).
Be 18 to 59 years old.
Show you have enough financial resources to cover immigration and settlement costs for yourself and your family.
Demonstrate a genuine intention to live and work in PEI.

Create an Expression of Interest profile online:
Provide a valid email address and passport details.
Ensure all information is accurate and verifiable.
Profiles remain valid for 6 months.
You may update your profile before receiving an invitation. If your situation changes after being invited, you must notify the Office, as it may affect your application outcome.
If selected, you will receive an email invitation to apply, with a file number and submission instructions.
Complete the required application forms, while your employer completes the PEIW-02 Workforce Job Offer Form.
Fees
Expression of Interest profile: Free
Application for nomination (if invited): $300 CAD (non-refundable)
Accepted payment: Mastercard, Visa, Mastercard Debit, Visa Debit
Payment is made when submitting the Workforce Application Form
