International Entrepreneur Stream

Summary:

The International Entrepreneur Category of the Newfoundland and Labrador Provincial Nominee Program (NLPNP) is designed for experienced business owners and senior managers who wish to settle in the province. Eligible candidates must plan to start or purchase a business in Newfoundland and Labrador and take an active role in its day-to-day management.

Entrepreneurs who successfully operate their business for at least one year in the province may receive a provincial nomination, making them eligible to apply for Canadian permanent residence.

There are two options under this category:

  • Starting a new business

  • Purchasing an existing business

Each option has unique requirements, but both follow the general eligibility standards outlined below.

Eligibility Requirements

Age

  • Applicants must be 21 to 59 years old.

  • Maximum points on the Entrepreneur Points Grid are awarded to candidates between 31 and 40 years of age.

Work Experience

  • At least 2 years of business ownership experience in the last 5 years; OR

  • At least 5 years of senior management experience in the last 10 years.

  • Additional points are awarded for longer business ownership.

Net Worth

  • A minimum of $600,000 CAD in personal and business assets, verifiable and transferable to Canada.

Minimum Investment

  • Invest at least $200,000 CAD in a business in Newfoundland and Labrador.

  • Must own at least 33.3% of the business, unless the investment is $1 million CAD or more.

Education

  • Completion of high school or higher, with equivalency verified through an Educational Credential Assessment (ECA).

  • Additional points are awarded for post-secondary education.

Business Plan

  • Submission of a comprehensive business plan supported by verified financial documents.

Business Ownership & Job Creation

  • Minimum 25% ownership in the business with active, daily management.

  • If starting a new business: must create at least one full-time job for a Canadian citizen or permanent resident.

  • If purchasing an existing business: job creation is not required, but current employees must be retained.

Exploratory Visit

  • An in-person exploratory visit to Newfoundland and Labrador is required.

Language Proficiency

  • Minimum of CLB/NCLC 5 in English or French, verified through an approved test.

  • Higher scores award additional points.

Business Requirements

  • The business must be operated within Newfoundland and Labrador.

  • It must meet all legal and regulatory requirements of its location.

  • The business should provide significant economic benefit to the province.

Purchasing an Existing Business

  • The business must have been in continuous operation by the same owner for at least five years.

  • Applicants must:

    • Visit Newfoundland and Labrador and meet the current owner.

    • Retain existing staff under the same terms and conditions.

    • Demonstrate that the purchase price reflects fair market value.

Partnerships

  • Up to 10 partners may apply under one business proposal.

  • Partners may be foreign nationals, Canadian citizens, or permanent residents.

  • Each applicant must:

    • Invest at least $200,000 CAD and hold 33.3% ownership, OR

    • Invest $1 million CAD or more, regardless of ownership share.

 

Adaptability Factors

Candidates may receive additional points for:

  • Having relatives in Newfoundland and Labrador.

  • Previous work or study experience in the province.
