Intermediate Experience Stream

Summary:

The Intermediate Experience Stream is part of the Prince Edward Island (PEI) Provincial Nominee Program (PNP) Workforce Category. This pathway is designed to meet PEI’s labour market needs and depends on federal immigration allocations, application volumes, and local demand.

Currently, PEI’s Office of Immigration is prioritizing applications from workers in high-demand sectors such as:

  • Health care

  • Skilled trades

  • Childcare

  • Other industries with significant labour shortages

Please note: Candidates working in sales and service roles may not receive invitations at this time.

Submitting an Expression of Interest (EOI) is not the same as applying. It only indicates your interest in being considered. The Office of Immigration may limit intake or exclude certain occupations from EOI draws as needed.

This stream can also be used for international recruitment if a PEI employer has received authorization from the Office of Immigration before making a job offer. In such cases, the applicant may be issued a Work Permit Support Letter to apply for a Canadian work permit. Employer requests are reviewed on a case-by-case basis.

Eligibility Requirements

To qualify for the Intermediate Experience Stream, you must:

  • Hold a full-time, non-seasonal job offer (permanent or at least 2 years) from a PEI employer in an intermediate-skilled occupation (TEER category 4 under NOC).

  • Have at least 6 months of full-time Canadian work experience on an LMIA-based work permit, relevant to your offered position in PEI.

  • Hold at least a high school diploma (secondary school certificate).

  • Be between 18 and 59 years old.

  • Have legal status in your current country of residence.

  • Show at least 2 years of full-time work experience or related education within the last 5 years.

  • Provide valid results from an IRCC-approved language test (IELTS, CELPIP, PTE, or TEF) with a minimum CLB/NCLC 4. Language test results must be less than 2 years old.

  • Demonstrate financial resources to cover immigration, travel, and settlement costs for yourself and your family.

  • Show a genuine intention to settle in Prince Edward Island.

Note: This stream may also be used for international recruitment, but only in priority employment sectors identified by PEI.

Application Process

  1. Review the Workforce Application Guide before starting.

  2. Create an Expression of Interest (EOI) profile in the PEI system (valid for 6 months). You will need a valid email and passport details.

    • Only one active profile is allowed at a time.

    • You may update your profile if your situation changes before an invitation.

    • If changes occur after receiving an invitation, you must notify the Office of Immigration.

  3. If selected, you will receive an invitation to apply by email with a file number and instructions.

  4. Submit your completed application forms along with your employer’s required forms.

Remember: An EOI is not an application. Selection depends on program priorities and labour needs.

Fees

  • There is no fee to create an EOI profile.

  • If invited to apply, there is a $300 CAD non-refundable application fee.

  • Payments can be made by Mastercard, Visa, or debit (online). Applications without a successful payment will not be accepted.

Required Forms

  • Employer:

    • PEIW-02: PEI Workforce Job Offer Form

  • Applicant (if applicable):

    • PEIW-03: PEI Workforce Use of Representative Form
