Francophone Stream
Summary:
The Francophone Stream under the Northwest Territories Nominee Program (NTNP) is designed for qualified foreign nationals who are bilingual in French and English and who hold a valid job offer from an employer in the Northwest Territories. This pathway helps strengthen the bilingual workforce in the NWT across all National Occupational Classification (NOC) TEER categories (0–5).
The stream is specifically tailored to attract and retain French-speaking immigrants, supporting the preservation and growth of French language and culture in the region. Successful applicants will receive a provincial nomination, which can then be used to apply for Canadian permanent residence.
⚠️ Please note: Nominees under this stream are not eligible for Express Entry.
Requirements
Language
Must be proficient in both French and English
French: CLB 5
English: CLB 4
Proof of valid test results must be provided at the time of application
Job Offer
Must be for a permanent, full-time position (minimum 30 hours/week)
Wage must be equal to or greater than the NWT minimum wage
Employer
The employer must:
Be a Canadian citizen or permanent resident
Be a registered business or government organization (municipal, First Nation, or territorial) with a year-round operational office in the NWT
Maintain a place of business in the NWT where the nominee will work
Be registered and operational for at least one year in the NWT
Be in good standing with the NWT Workers’ Safety and Compensation Commission (WSCC)
Be in compliance with the NWT Employment Standards Act
Work Permits
Applicants currently in Canada must have legal status and hold a valid work permit
Education & Work Experience
Applicants must have either:
1 year of full-time work experience in the same occupation (within the last 10 years), OR
6 months of full-time work experience in the NWT in the same occupation
Settlement Income
Must demonstrate sufficient funds to support themselves and any dependents upon settlement in the Northwest Territories

Confirmation: Applicants receive an automated confirmation email after submission.
Paper Applications: Only accepted in rare, exceptional circumstances.
