Express Entry

Summary:

The Yukon Express Entry Stream is part of the Yukon Nominee Program (YNP) and allows employers to hire foreign nationals who are already in IRCC’s Express Entry pool.
Applicants must meet the eligibility criteria for at least one federal economic immigration program:

  • Canadian Experience Class (CEC)

  • Federal Skilled Worker Program (FSWP)

  • Federal Skilled Trades Program (FSTP)

 

Employers can use this stream to fill TEER 0, 1, 2, or 3 positions when no qualified Canadian citizens or permanent residents are available.

Who Can Apply

Only Yukon employers can submit applications under this stream.
This pathway is designed for employers who cannot find a qualified Canadian citizen or permanent resident to fill a position.

Foreign nationals cannot apply directly — they must first receive a valid, full-time job offer from a Yukon employer.


Employer Eligibility

Employers must:

  • Be a Canadian citizen or permanent resident.

  • Have operated their business in Yukon for at least 1 year.

  • Be registered with the Yukon Corporate Registry or Federal Registry.


Employer Requirements

Employers must:

  • Advertise the position within Canada for at least 4 consecutive weeks before applying. The ad must include:

    • Job title

    • Specific duties

    • Weekly hours

    • Exact wage

  • Post the ad in at least 3 locations, including:

    • Canada Job Bank

    • At least two local mediums (e.g., local newspapers, online boards)

  • Verify the foreign national’s work experience and qualifications before applying.

  • Pay the Employer Compliance Fee to IRCC.

  • Pay the nominee’s airfare to Yukon (if they are outside the territory) and return airfare if the nominee:

    • Does not obtain permanent residence, or

    • Leaves the YNP before completion.

  • Provide free health insurance until the nominee qualifies for Yukon’s Health Care Insurance Plan.

  • Pay at least the Yukon median wage for the relevant NOC TEER category.

  • Attend a screening interview with Yukon Immigration if requested.

Employers cannot:

  • Charge the worker application fees.

  • Recover recruitment or processing costs from the worker.

Foreign National Requirements

Applicants must:

  • Have a valid Express Entry profile with IRCC.

  • Have a full-time, permanent job offer from a Yukon employer.

  • Intend to live permanently in Yukon.

  • Hold at least a high school diploma and meet the education requirements for the position’s TEER category.

  • Have a minimum of 6 months of relevant work experience.

  • Meet the Canadian Language Benchmark (CLB) level:

    • CLB 7 for TEER 0 and 1 positions.

    • CLB 5 for TEER 2 and 3 positions.

  • Complete all program requirements before applying (if studying in Canada).

  • Maintain legal status in Canada during the application process (if applicable).


Required Documents – Employer

  • Copy of business licence.

  • Copy of registration with Yukon Corporate Registry or Federal Registry.

  • Use of a Representative form (if applicable).

  • Copies of at least 3 job advertisements meeting program standards.


Required Documents – Foreign National

  • Original language test results (IELTS, CELPIP, TEF, or TCF) less than 2 years old.

  • Copy of Express Entry profile (with Profile Number and Job Seeker Validation Code, if applicable).

  • Employment records confirming previous experience.

  • Proof of education (high school diploma plus any required post-secondary credentials).

  • Valid, notarized copies of:

    • Passport and immigration documents.

    • Spouse’s passport and marriage/divorce certificate (if applicable).

    • Common-law partner’s documents (if applicable).

    • Dependent children’s passports, birth certificates, and custody papers (if applicable).

Note: All documents must be certified true copies. Any non-English or non-French documents must include a certified translation.


Application Process

  1. Employer finds a candidate in the Express Entry pool via Canada Job Bank or direct recruitment.

  2. Employer proves no qualified Canadian or PR is available.

  3. Foreign worker ensures they meet the requirements for one of the three federal programs and enters the Express Entry pool.

  4. Candidate obtains Express Entry Profile Number and, if applicable, Job Seeker Validation Code.

  5. Candidate proves they meet federal settlement fund requirements.

  6. Employer and candidate complete the Yukon Express Entry application and gather supporting documents.

  7. YNP reviews the application.

  8. If approved, IRCC invites the foreign worker to apply for permanent residence.

  9. Candidate submits required documents to IRCC.

  10. PR is usually issued within 6 months of YNP verification.


Responsibilities

Both employer and foreign national must stay updated on all YNP requirements, changes, and deadlines.


How to Apply

  • Review the Express Entry criteria, YNP application handbook, and YNP policy.

  • Submit an Expression of Interest (EOI) between March 31, 2025 (9:00 am) and April 22, 2025 (4:30 pm Yukon time).

  • If selected, complete the application form with both employer and foreign national sections filled out.

  • Gather all supporting documents.
