Entrepreneur Pathway

Summary:

The Entrepreneur Pathway (EP) is part of Manitoba’s Business Investor Stream and is designed to attract experienced business owners and senior managers from around the world who have the ability and intent to settle in Manitoba. Successful candidates are expected to establish a new business, purchase an existing one, or become partners in a Manitoba-based business after arrival on a temporary work permit.

This renewed pathway replaces the former MPNP-B stream. Importantly, applicants are no longer required to submit a $100,000 deposit to the Manitoba government.

Requirements for the Entrepreneur Pathway

Business Experience

  • At least 3 years of full-time work experience in the past 5 years, either as:

    • An active business owner (minimum 33 ⅓% ownership), or

    • A senior manager in a successful business.

  • Business owners are awarded higher points than senior managers.

Language Proficiency

  • Minimum CLB/NCLC 5 in English or French.

Education

  • Minimum equivalent of a Canadian high school diploma.

Net Worth

  • Minimum $500,000 CAD.

  • Your personal net worth must be verified by a third-party supplier approved by the MPNP.

  • The verification report must be submitted with your application within 120 days of receiving a Letter of Advice to Apply (LAA).

Business Investment

  • Minimum investment:

    • $250,000 CAD within the Winnipeg Metropolitan Region.

    • $150,000 CAD outside the Winnipeg Metropolitan Region.

  • The business must be eligible under MPNP rules and outlined in a detailed business plan.

  • The business must create or maintain at least one job for a Canadian citizen or permanent resident in Manitoba (excluding the applicant, their spouse, or close relatives).

Business Research Visit (Preferred)

  • A research visit to Manitoba is highly recommended to explore business opportunities.

  • The visit must take place within one year before submitting your Expression of Interest (EOI).

  • Applicants may also attend Business Investor Stream information sessions during this visit.

Adaptability (Extra Points Awarded)

Points may be granted if:

  • Your spouse has CLB/NCLC 5 or higher.

  • You or your spouse have CLB/NCLC 5 in the second official language.

  • You or your spouse/common-law partner have a close relative in Manitoba (resident for at least one year).

  • Your child is enrolled full-time in a recognized Manitoba institution for at least six months before applying.

  • You or your spouse/common-law partner have completed at least one year of post-secondary education in Manitoba with a valid study permit.

  • You or your spouse/common-law partner have six months of full-time work experience in Manitoba.

Age

  • No minimum or maximum age.

  • However, the highest ranking points are awarded to candidates aged 25–49.

Who Cannot Apply to the MPNP?

The following are not eligible:

  • Refugee claimants or those under federal appeal/removal processes.

  • Live-in caregivers currently in Canada.

  • Temporary foreign workers living/working in other provinces.

  • Spouses of Canadian citizens or permanent residents.

  • Individuals refused by the MPNP within the last six months who cannot address the refusal reasons.

  • Applicants with active applications under another provincial or federal immigration program (Express Entry profiles are not considered applications).

  • Individuals or spouses with an existing active MPNP application in another stream/pathway.

How to Apply – Entrepreneur Pathway

The Entrepreneur Pathway currently uses a paper-based interim process until the MPNP online system is updated.

Step 1: Self-Assess and Conduct Business Research

  • Ensure you meet the minimum requirements:

    • 3 years of business ownership/senior management in last 5 years

    • $500,000 CAD net worth

    • CLB/NCLC 5

    • Minimum high school education

  • Complete the Self-Assessment Form to estimate your ranking score.

  • Conduct a business research visit (recommended).

Step 2: Submit Expression of Interest (EOI)

  • Send by email to MPNP-BusinessStream@gov.mb.ca with:

    • Business Concept Form

    • Self-Assessment Form

    • MPNP Code of Conduct

  • EOIs are reviewed within four weeks.

  • Successful EOIs receive a Letter of Advice to Apply (LAA); unsuccessful ones receive feedback.

Step 3: Submit Full Application

  • Submit your complete application within 120 days of receiving an LAA.

  • Pay the $2,500 CAD non-refundable processing fee (via wire transfer).

Step 4: Application Assessment

  • Applications are assigned to a Business Immigration Officer (BIO).

  • At least two BIOs review each application.

  • The MPNP may prioritize applications that bring significant economic benefit to Manitoba.

  • If approved, you will sign a Business Performance Agreement (BPA) and receive a work permit support letter.

  • You may be asked to attend an interview.

Step 5: Establish Business in Manitoba

  • Report to the MPNP within 30 days of arrival in Manitoba on your work permit.

  • Your assigned BIO will assist with:

    • Implementing your business plan.

    • Understanding the business and regulatory environment.

    • Connecting with business support agencies.

  • Submit progress reports:

    • First Report – within 6 months of arrival.

    • Final Report – within 20 months of arrival, showing at least 6 months of business operation.

Step 6: Final Recommendation

  • If you fulfill the terms of your BPA, the MPNP will issue a Confirmation of Nomination, enabling you to apply for permanent residence.

  • Applications may be refused if you fail to meet BPA conditions, provide false information, or if fraudulent documentation is discovered.

Fees

  • $2,500 CAD processing fee (non-refundable, payable by wire transfer).
