Employer-driven stream
Summary:
The Employer-Driven Stream of the Northwest Territories Nominee Program (NTNP) helps local employers fill job shortages when no Canadians or permanent residents are available. Through this pathway, foreign workers with a valid job offer from an eligible NWT employer may be nominated for Canadian Permanent Residency.
This stream is designed to support both skilled professionals and entry-level workers who are willing to live and work in the Northwest Territories.
Employer Application Limits (2025)
To ensure fairness and manage demand, employers are limited in how many applications they can submit each year:
1–10 employees: 1 application
11–49 employees: 2 applications
50+ employees: 4 applications
In addition, the Entry-Level/Semi-Skilled Stream is capped at 45 applications total in 2025 across the entire territory.
Categories Under the Employer-Driven Stream
Entry-Level/Semi-Skilled Occupations
For workers in TEER 4 and 5 jobs (hospitality, retail, food services, etc.)
Requires 6 months of full-time work experience with the same employer before applying
Skilled Worker Stream
For workers with job offers in NOC TEER 0, 1, 2, or 3 occupations
Typically requires formal education, training, and relevant work experience
Express Entry Stream
For candidates who already have a valid Express Entry profile
Must have a skilled job offer (TEER 0, 1, 2, 3) from an eligible NWT employer

Entry-Level/Semi-Skilled Stream – Worker Eligibility
To qualify, applicants must:
Reside outside Canada or have valid legal status inside Canada (refugee claimants not eligible)
Have worked at least 6 months full-time with the same NWT employer
Hold a permanent, full-time job offer (minimum 30–37.5 hours per week) in a TEER 4 or 5 occupation
Meet CLB 4 in English or French
Have a high school diploma or occupation-specific training (ECA required if foreign education)
Show settlement funds of $10,000 + $2,000 per dependent (proven through Canadian bank statements)
Commit to living and working in the Northwest Territories
Employer Eligibility
Employers must:
Be registered and operating year-round in NWT for at least 1 year
Be in good standing with the Workers’ Safety and Compensation Commission (WSCC) and the Employment Standards Act
Provide proof of recruitment (2 local ads + 1 national ad) if no LMIA, or submit a valid LMIA
Offer wages and conditions consistent with NWT employment standards and industry norms
Application Process
Employer Registration – Create an account on the NTNP portal
Document Preparation – Both employer and nominee gather required documents
Online Application – Complete all fields and upload documents
Submission – Employer submits application on behalf of worker; confirmation email issued
Assessment – NTNP reviews application (average 10 weeks)
Nomination Decision – If approved, worker receives a nomination certificate to apply for Permanent Residency with IRCC
