EE Skilled Worker

Summary:

The Manitoba Express Entry Pathway is part of the Skilled Workers Overseas Stream under the Manitoba Provincial Nominee Program (MPNP). It is designed for foreign nationals with active Express Entry profiles who have the skills, education, and work experience to contribute to Manitoba’s labor market.

Successful candidates receive a provincial nomination, which adds 600 CRS points to their Express Entry profile, virtually guaranteeing an Invitation to Apply (ITA) for permanent residence in the next federal Express Entry draw.

Express Entry Requirement

Applicants must have an active IRCC Express Entry profile under one of these federal programs:

  • Federal Skilled Worker (FSW)

  • Canadian Experience Class (CEC)

  • Federal Skilled Trades (FST)

Your Express Entry profile details must be submitted to the MPNP.

Connection to Manitoba

You must show your intention and ability to live and work in Manitoba through either:

  • The confirmed support of a close friend or relative living in Manitoba, or

  • A valid Invitation to Apply from the MPNP through a Strategic Recruitment Initiative (exploratory visit or recruitment mission).

 

Language Proficiency

  • NOC 0 or A occupations → Minimum CLB 7

  • NOC B occupations → Minimum CLB 6

Valid results from an approved language test (IELTS, CELPIP, or TEF) are required.

 

Education

  • At least one year of post-secondary education (diploma, certificate, or degree).

  • If studied outside Canada, an Educational Credential Assessment (ECA) must be provided.

  • Higher education levels can earn additional ranking points.

 

Work Experience

  • Minimum 6 months of full-time work in a Manitoba In-Demand Occupation.

  • More experience increases your ranking score.

  • A career plan showing your employment goals in Manitoba is required.

 

Settlement Plan & Funds

  • A Settlement Plan must outline how you intend to integrate into life in Manitoba.

  • Proof of settlement funds meeting Low Income Cut-Off (LICO) levels is required unless you are already employed in Manitoba.

 

Application Procedure

  1. Submit an Expression of Interest (EOI): Create a profile on the MPNP Online portal.

  2. Ranking & Invitation: Candidates are scored using the MPNP Ranking System. The top-ranking applicants receive a Letter of Advice to Apply (LAA).

  3. Apply to MPNP: Within 60 days of receiving an LAA, submit a complete online application.

  4. Provincial Nomination: If approved, you’ll receive a nomination certificate.

  5. Express Entry Update: Accept the nomination in your Express Entry profile to gain 600 additional CRS points.

  6. Apply for Permanent Residence: Submit your PR application through Express Entry. Most applications are processed within 6 months.
