Critical Impact Worker
Summary:
The Critical Impact Worker Stream under the Yukon Nominee Program (YNP) is designed to help Yukon employers fill entry-level and semi-skilled positions classified under the National Occupational Classification (NOC) TEER categories 4 and 5.
It provides a pathway to permanent residence for foreign nationals with a valid full-time, permanent job offer in Yukon.
Applicants must intend to settle in Yukon, meet work experience, education, and language requirements, and provide all supporting documents as notarized copies. Translations into English or French must be done by an accredited translator, and both the translation and the original notarized document must be submitted.
Requirements for the Critical Impact Worker Stream
1. Employer Requirements
To participate, employers must:
Be a Canadian citizen or permanent resident.
Have operated their Yukon business full-time for at least one year, or be a recognized Yukon government body (First Nation, municipal, territorial, or federal).
Hold a valid business licence and be registered with the Yukon Corporate Registry or Federal Registry.
Meet territorial labour standards and pay at least the Yukon median wage for the NOC TEER category (or Northern B.C. wages if Yukon data is unavailable, in the order: North Coast → Nechako → Northeast → British Columbia).
Provide health insurance equivalent to Yukon’s Health Care Insurance Plan until the nominee is covered.
Pay for the nominee’s airfare to Yukon (if outside the territory) and return airfare if the nominee leaves without obtaining PR.
Verify the nominee’s work experience and qualifications before applying.
Cover the $230 Employer Compliance Fee through IRCC’s Employer Portal if the LMIA process is not required.
Participate in a screening interview with the nominee and Yukon Immigration if requested.
Employer Document Requirements
Copy of business licence.
Copy of Yukon Corporate Registry or Federal Registry.
Use of a Representative form (if applicable).
Proof of advertising the position in Canada for at least 4 consecutive weeks before applying, with details of duties, hours, wage, and position title.
Ads must remain posted until a YNP decision is issued.
Must be posted on Canada Job Bank and at least two local mediums (e.g., YuWIN, local/regional newspapers, community job boards).
Employers must track Canadian/permanent resident applicants and reasons for non-selection.
2. Foreign National Requirements
Applicants must:
Have at least high school completion (Canadian or equivalent).
Possess a minimum of 6 months of relevant work experience for the position.
Achieve CLB 4 in English or French for TEER 4 or 5 positions (valid test within 2 years). Accepted tests:
IELTS General Training (English)
CELPIP General (English)
TEF (French)
Maintain legal status in Canada during the entire application process (if applicable).
If on a study permit, complete all program requirements (minimum program length: 12 months) before applying.
Foreign National Document Requirements
Notarized employment records on company letterhead, signed by a supervisor or HR officer, including dates, title, duties, and contact info.
Additional proof if requested (e.g., pay stubs, tax records).
High school certificate or equivalent; additional credentials if required by NOC.
Business ownership proof if self-employed.
Valid, original language test results (less than 2 years old).
Notarized copies of passport and current immigration documents.
If applicable:
Spouse’s or partner’s documents (passport, marriage/divorce certificate, common-law declaration, proof of shared address or accounts).
Dependent children’s passports, birth certificates, custody documents, and permissions from other parents if needed.

How to Apply

The employer submits a complete application to the YNP.

Processing takes 12–14 weeks from receipt of a complete file.

Incomplete applications will be returned with a 30-day window to provide missing items; failure to do so results in non-processing.
After Nomination
If approved:

Employer and nominee must sign a Tripartite Agreement (TPA) with the Government of Yukon.

Both parties must follow all conditions outlined in the TPA. Compliance checks may be on-site or electronic.

TPA signing must occur within 14 days of approval if the nominee is in Yukon, or within 14 days of arrival if abroad.
The nominee must provide:

Arrival date in Yukon (if applicable).

Copy of work permit.

Yukon address and phone number.

Proof the employer provided:

Third-party health insurance for the first 3 months.

Paid airfare to Yukon.

Processing Time
12–14 weeks for YNP assessment. IRCC processing for work permits or permanent residence is separate and may vary.
Fee

Employer Compliance Fee: $230 (if LMIA-exempt).

No YNP application fee is listed, but standard IRCC fees apply for work permit and PR stages.
