Summary:
The Prince Edward Island (PEI) Business Impact Category – Work Permit Stream offers a pathway for entrepreneurs who want to own and actively manage a business in PEI.
Through this program, approved applicants first receive a temporary work permit from Immigration, Refugees and Citizenship Canada (IRCC) to establish their business. Once they successfully operate their business and meet the conditions outlined in a Performance Agreement with the Government of PEI, they may apply for Canadian permanent residence.
This stream uses an Expression of Interest (EOI) system — a points-based selection model that ranks candidates before invitations to apply are issued.
Minimum Applicant Eligibility Requirements
To qualify under the Work Permit Stream, applicants must:
Have a minimum personal net worth of $600,000 CAD, earned through legal means
Possess at least a secondary school education (or equivalent)
Demonstrate transferable management skills through prior business ownership or senior management experience
Be between 21 and 59 years of age at the time of application
Meet the minimum language requirement (CLB 4 or higher)
Intend to live and work in PEI while managing the business
Provide active and ongoing management of the proposed business from within PEI
Minimum Business Eligibility Requirements
To qualify, the business must:
Be a for-profit corporation incorporated under the PEI Companies Act or the Canada Business Corporations Act
Operate primarily for active income (sale of goods or services) rather than investment income
Maintain headquarters and a permanent establishment in PEI
Have been an established commercial operation for at least 12 months (if purchasing an existing business)
Be in good standing with the province on debts and obligations
Demonstrate potential for long-term commercial viability and significant economic benefit to PEI
Participate in ongoing program evaluation and annual reporting for up to 5 years
Meet all conditions set out in the Business Performance Agreement
Ineligible Businesses
Applications will not be accepted for:
Passive investment, real estate, insurance, or financial services companies
Bed & breakfasts, hobby farms, or home-based businesses
Payday loans, cheque cashing, money exchanges, pawn shops
Sale of used goods (except collectibles or value-added services)
Professional practices (law, medicine, consulting, etc.)
Any entity unable to issue shares or deemed to disrepute the program
Exceptions apply for certain industries like boutique hotels, construction/renovation, franchises, or real estate development — provided they meet strict additional conditions.

Application Process
Review Eligibility – Ensure applicant and business meet program criteria.
Create an Expression of Interest (EOI) Profile – Profiles remain active for 6 months.
Invitation to Apply (ITA) – Selected candidates have 60 days to submit a full application.
Application Submission – Include required forms, documents, and fees.
Interview – Applicants attend an in-person interview in PEI to present their business plan.
Performance Agreement – Must be signed with the Government of PEI.
Work Permit – Upon approval, apply for a work permit with IRCC.
Arrival in PEI – Report to the Office of Immigration within 30 days of arrival.
Settlement Officer Assigned – Ongoing guidance and reporting while business is established.
Nomination for PR – Upon fulfilling the Performance Agreement, receive a nomination for permanent residence.
Performance Agreement Requirements
To receive nomination for permanent residence, the applicant must:
Reside in PEI at least 274 days per year
Invest at least $150,000 into the business within 12 months of arrival
Operate the business for a minimum of 12 consecutive months
Provide active day-to-day management from within PEI
Maintain at least $75,000 in eligible operating expenses (supported by financials)
Fulfill all conditions of the Performance Agreement

Applicants must present a detailed business plan covering:
Company overview & structure
Products/services and market analysis
Marketing strategy
Management team & staffing plans
Applicant’s role and contribution
Financial projections or historical financials (if purchasing a business)
Demonstrated economic benefit to PEI

Applicants are ranked on six selection factors, with a maximum of 200 points:
