Summary:

The British Columbia Provincial Nominee Program (BC PNP) offers the Entrepreneur Immigration – Strategic Projects stream, designed for established foreign corporations aiming to expand their operations into British Columbia (B.C.). This pathway enables companies to establish a presence in B.C. and nominate up to five key staff members for Canadian permanent residency.

Eligibility Requirements

Corporate Requirements:

  • Financial Standing: The corporation must be in excellent financial health, demonstrating good business practices and successful operations relevant to the proposed B.C. business.

  • Investment Commitment: Commit to a minimum equity investment of CAD $500,000 to establish, purchase, or expand a business in B.C.

Job Creation: Create at least three new jobs for Canadian citizens or permanent residents for each nominated key staff member (up to five key staff).

Key Staff Requirements:

  • Position: Proposed key staff must hold senior or executive positions essential to establishing and operating the B.C. business.

Eligibility: Key staff must be eligible for immigration to Canada and not be prohibited from entering the country.

Application Process

  1. Exploratory Visit: Senior executives are encouraged to visit B.C. to explore opportunities and understand the local business environment.

  2. Proposal Discussion: Contact the BC PNP to discuss the business proposal before registering.

  3. Registration: Submit a registration including company details, proposed investment, and key staff qualifications. A processing fee of CAD $300 applies.

  4. Invitation to Apply: If deemed eligible, the company will be invited to submit a full application within 90 days.

  5. Application Submission: Provide a complete application package with all required forms and supporting documentation. The application fee is CAD $3,500 for the company and an additional CAD $1,000 for each key staff member.

  6. Performance Agreement: Upon approval, sign a Performance Agreement outlining the terms and conditions for establishing and operating the business in B.C.

  7. Work Permit and Arrival: Each key staff member will receive a work permit support letter to apply for a two-year work permit. They must arrive in B.C. within 180 days of the letter’s issuance and submit an arrival report within 60 days of arrival.

  8. Business Establishment and Nomination: After fulfilling the Performance Agreement obligations, submit a final report to the BC PNP. Upon verification, key staff members will be nominated for permanent residency.
