Skilled Worker With Existing Work Permit

Summary:

The Skilled Worker With Existing Work Permit stream is part of the Saskatchewan Immigrant Nominee Program (SINP) under the Saskatchewan Experience category. It is designed for foreign workers who are already working in Saskatchewan on a valid work permit and who have secured a permanent job offer from their employer.

This pathway allows eligible workers who have gained local work experience to apply for provincial nomination for permanent residence. Applicants must demonstrate that they have been working for their Saskatchewan employer for at least six months and intend to continue living and working in the province.

The program prioritizes certain sectors that support Saskatchewan’s economic needs, while some industries are subject to annual nomination limits.

This stream is intended for foreign workers who are already employed in Saskatchewan and want to transition to permanent residence through provincial nomination.

To qualify, applicants must:

  • Be working in Saskatchewan on a valid work permit

  • Have been employed by the same employer for at least six months

  • Receive a permanent full-time job offer

  • Obtain a SINP Job Approval Letter from their employer

  • Demonstrate their intention to live and work permanently in Saskatchewan

All nominees holding temporary work permits must continue residing in Saskatchewan while their permanent residence application is processed.

 

2026 Sector-Based Nomination Allocation

Saskatchewan allocates nominations based on the sector of employment. Understanding how your occupation is categorized is important because it affects how applications are accepted.

 

Priority Sectors

At least 50 percent of total nominations are reserved for workers in key industries.

These include:

  • Healthcare

  • Agriculture

  • Skilled Trades

  • Energy

  • Mining

  • Manufacturing

  • Technology

Workers in these sectors benefit from:

  • No intake window restrictions

  • No requirement to apply only when six months or less remain on the work permit

This means eligible workers can apply at any time once they meet the program requirements.

 

Capped Sectors

Some industries are subject to annual nomination limits and specific intake periods.

The capped sectors include:

  • Accommodation and Food Services – up to 15 percent of nominations

  • Trucking – up to 5 percent of nominations

  • Retail Trade – up to 5 percent of nominations

Employers in these sectors can submit job approval applications only during scheduled intake windows, typically held in January, March, May, July, September, and November.

In addition, workers in these sectors generally need six months or less remaining on their work permit when the job approval application is submitted.

 

Other Sectors

Workers employed in sectors outside the priority or capped categories benefit from more flexibility.

For these occupations:

  • Applications are not limited to intake windows

  • There is no requirement regarding remaining work permit validity

 

Eligibility Requirements

You may qualify for this stream if you meet the following requirements.

1. Job Offer

You must have a permanent full-time job offer from a Saskatchewan employer.

The job must be in:

  • TEER 0, 1, 2, or 3 occupations, or

  • A designated skilled trade

Workers holding certain work permits may also apply with jobs in TEER 4 or 5 occupations.

2. Valid Work Permit

You must hold a valid work permit issued by Immigration, Refugees and Citizenship Canada.

Accepted permits include:

  • Labour Market Impact Assessment supported work permits

  • Francophone Mobility work permits

  • Canada Ukraine Authorization for Emergency Travel work permits

Individuals with other types of work permits may only apply if their occupation falls within TEER 0, 1, 2, or 3 or a designated trade.

Open spousal work permit holders are not eligible under this stream.

3. Work Experience in Saskatchewan

Applicants must have completed at least six months of full-time work experience with the employer offering the permanent job.

This must include:

  • At least 780 hours of paid employment

  • A minimum of 30 hours per week

  • Work performed under a valid eligible work permit

The experience must be continuous and consecutive.

4. Job Approval Letter

Your employer must obtain a Job Approval Letter from the SINP.

The employer must:

  1. Register the position through the SINP employer portal

  2. Have the position approved by the program

  3. Provide you with the official Job Approval Letter

You must submit this letter when applying.

6. Language Requirement

If your job offer is in a TEER 4 or TEER 5 occupation, you must demonstrate language proficiency of at least:

Canadian Language Benchmark level 4

Accepted language tests include:

  • IELTS General Training

  • CELPIP General

  • PTE Core

  • TEF Canada

  • TCF Canada

Language test results must be less than two years old at the time of application.

7. Licensing Requirements

If your occupation is regulated in Saskatchewan, you must provide proof that you are eligible for licensing or certification.

Examples include certain skilled trades and regulated professions.

Application Process

Applicants must apply online through the SINP portal.

Step 1: Secure a Job Offer

Obtain a permanent full-time job offer from a Saskatchewan employer.

Step 2: Employer Applies for Job Approval

Your employer must:

  1. Register the job position with the SINP

  2. Submit the job for approval

  3. Receive a Job Approval Letter

The employer then provides this letter to you.

Step 3: Gain Six Months of Work Experience

Work for the employer who issued the job offer for at least six months under a valid work permit.

Step 4: Prepare Required Documents

You must gather documentation that confirms:

  • Identity and civil status

  • Work experience in Saskatchewan

  • Job offer details

  • Language ability (if required)

  • Valid work permit

  • Passport and residency documents

All documents must be clear copies. Documents not in English or French must be translated by a certified translator.

Step 5: Submit the Online Application

Create an account in the SINP portal and:

  • Complete all required forms

  • Upload scanned documents in PDF format

  • Submit the application electronically

Incomplete applications may be closed and must be submitted again with all required documents.

Key documents typically include:

Work Authorization
  • Copy of a valid temporary work permit

Proof of Work Experience

Evidence confirming six months of employment, such as:

  • Employer reference letters

  • Pay stubs

  • Records of employment

Job Offer Documentation
  • Official Job Approval Letter from SINP

  • Job offer letter outlining position, duties, salary, and work location

Language Test Results

Required if the job is in TEER 4 or 5.

Identity and Civil Status Documents

Examples include:

  • Birth certificates

  • Marriage or divorce documents

  • Documentation for dependent children

Passports

Copies of passport pages showing:

  • Identity information

  • Issue and expiry dates

  • Photo and personal details

Proof of Saskatchewan Residency

Examples may include:

  • Saskatchewan health card

  • Saskatchewan driver’s licence or provincial identification

Licensing Documentation (If Applicable)

If your occupation is regulated, proof of eligibility for provincial licensing must be included.
